COP29启动

规则宽松的全球碳交易市场

Countries at the United Nations climate summit in Baku struck a final deal on the broad rules to launch carbon trading markets, almost a decade after being first proposed.

在巴库举行的联合国气候峰会上,各国就启动碳交易市场的广泛规则达成了最终协议,这是在首次提出近十年后达成的。


The agreement passed at the UN COP29 climate summit late on Saturday night will allow countries and companies to trade credits for cuts in carbon emissions to offset their carbon footprints.

上周六晚在联合国气候变化框架公约第29次缔约方大会(COP29)上通过的协议将允许各国和公司交易减少碳排放的信用额度,以抵消其碳足迹。


The carbon trading mechanism had first been formally sketched out in the 2015 Paris agreement on limiting climate change, as a way for polluters to pay for other countries to cut emissions on their behalf.

US inflation data on Wednesday will provide clues for investors on the likely timing and speed of interest rate cuts by the Federal Reserve next month.

Chair Jay Powell pushed the issue of rising prices back into the spotlight this month when he warned that progress on inflation had been more “bumpy” than expected.

Wednesday sees the latest reading for the Personal Consumption Expenditures index, the Fed’s preferred inflation gauge. It is also a crucial piece of information ahead of the central bank’s December meeting to set interest rates.

Of the more than 7bn tonnes of plastic waste that humans have generated in their time on Earth, more than two-thirds has been dumped into the environment — buried, or burnt, or even circulating in our bloodstreams.

And the world’s best hope for a solution to the problem of plastic waste lies in an unwieldy 70-page draft document containing starkly conflicting views. It will be discussed at the fifth and final round of the UN plastic talks in Busan, South Korea, this week, where country delegates will try to shape it into a global treaty. 

而世界上解决塑料垃圾问题的最大希望就寄托在一份长达70页的文件草案上,这份文件草案中包含了各种截然不同的观点。本周,在韩国釜山举行的第五轮也是最后一轮联合国塑料谈判将对该文件进行讨论,各国代表将努力把它变成一项全球条约。


“It’s crucial that we agree on an effective treaty in Busan,” says Anne Beathe Tvinnereim, Norway’s minister of international development. “We can’t wait another 10 years from now to deliver results.” Plastic pollution is expected to double in 20 years unless the world takes action, she adds.

The incoming Trump administration’s vow to dismantle the leftwing “censorship cartel” has thrown a shadow over the cottage industry of academics, non-profits and researchers that sprang up to combat a tide of digital misinformation — and threatens to disrupt the Big Tech companies behind the world’s most popular platforms.

即将上任的特朗普政府誓言瓦解左翼的“审查卡特尔”,这给由学术界、非营利组织和研究人员组成的不成规模的产业蒙上了一层阴影,这一产业的兴起是为了打击数字化错误信息的浪潮,并有可能扰乱全球最受欢迎平台背后的大科技公司。


Researchers fear Donald Trump will make good on his past promises to crack down further on the misinformation field in the US for alleged “election interference”. Among those threats, he has said he would seek to curb funds to any universities found to have engaged in censorship activities “such as flagging social media content for removal or blacklisting” for at least five years.

The Republican commissioner has echoed the forthcoming president’s rhetoric on “free speech” and “dismantling censorship”. Trump’s efforts have also received public support from Silicon Valley heavyweights, including a16z co-founder Marc Andreessen and billionaire entrepreneur Elon Musk, now one of the president-elect’s most visible allies.
