伊朗因燃料短缺实施滚动停电

Iran has started implementing rolling power blackouts across the country as the Islamic republic struggles with a shortage of natural gas ahead of winter.

伊朗已开始在全国范围内实施轮流停电。这个伊斯兰共和国在冬季来临前面临天然气短缺的问题。


Two-hour daily outages will be enforced in Tehran, the capital city that is home to 9.5mn people, from Monday and will affect homes and businesses, local media reported. Several provinces were also hit by the power cuts on Sunday. 

据当地媒体报道,从周一开始,拥有950万人口的首都德黑兰将每天停电两小时,家庭和企业都将受到影响。一些省份上周日也受到了停电影响。


Iran is suffering from an energy supply crunch despite having the world’s third-largest oil reserves and second largest natural gas reserves. Years of under-investment in electricity generation and poor maintenance of existing infrastructure have resulted in recurrent power blackouts during summer, when hotter temperatures led to a surge in the use of air conditioning. 

尽管伊朗的石油储量位居世界第三,天然气储量位居世界第二,但其能源供应却十分紧张。多年来对发电的投资不足以及对现有基础设施的维护不善导致夏季经常停电,而夏季气温较高导致空调使用量激增。

英国财相将表态支持自由贸易

Rachel Reeves will use her keynote Mansion House speech on Thursday to espouse the benefits of free and open trade in a direct plea to the protectionist US president-elect Donald Trump.

蕾切尔•里夫斯(Rachel Reeves)将借本周四在伦敦金融城市长官邸(Mansion House)发表主旨演讲之际,宣扬自由开放贸易的好处,向美国当选总统、主张保护主义的唐纳德•特朗普(Donald Trump)直接喊话。


The UK chancellor will use her first Mansion House address to set out the government’s plans to stimulate economic growth through the three principles of “stability, investment and reform”. 

英国财政大臣将利用她的首次“Mansion House演讲”阐述工党政府通过“稳定、投资和改革”三大原则刺激经济增长的计划。


But she will also express her belief that free trade has brought lasting benefits across the world. “The chancellor is expected to champion her belief that free and open trade is what makes countries richer,” the Treasury said.

但她也将表达自己对自由贸易为全世界带来持久好处的信念。“预计财政大臣将倡导她的信念,即自由开放贸易是让各国更富裕的关键。”英国财政部表示。

Donald Trump’s election has sparked a surge in the number of US students exploring whether to pursue their university education abroad.

唐纳德•特朗普(Donald Trump)的当选引发了探索是否在国外接受大学教育的美国学生人数激增。


Studyportals, a leading provider of information on higher education, said the number of searches by US students for foreign bachelors’ and masters’ courses jumped more than fivefold after Tuesday’s election, from a daily average of about 2,000 to nearly 11,000 on Wednesday when Trump’s victory was confirmed.

领先的高等教育信息提供商Studyportals称,周二大选后,美国学生对外国学士和硕士课程的搜索量增加了五倍多,从日均约2000次增至周三特朗普被证实胜选后的近11000次。


The greatest interest was for courses in the UK, Canada, Germany and Ireland, offering fresh hopes to universities in those countries which have been seeking more foreign applicants, who typically pay higher fees, to offset rising budget pressures.

最受关注的是英国、加拿大、德国和爱尔兰的课程,这给这些国家的大学带来了新的希望。这些国家的大学一直在寻求更多的外国申请者,以抵消不断增加的预算压力,而这些申请者通常要支付更高的学费。

Attempts to stop some of the world’s biggest companies shifting profits across borders to avoid paying tax are “in peril” following Donald Trump’s definitive win in US presidential elections, experts said. 

专家表示,在唐纳德•特朗普(Donald Trump)赢得美国总统大选的最终胜利后,阻止一些全球最大公司跨境转移利润以逃避纳税的努力已经“岌岌可危”。


A global deal inked at the Paris-based OECD in 2021 and partly introduced by several countries — including EU member states, the UK, Norway, Australia, South Korea, Japan and Canada — earlier this year was expected to raise the tax take from the world’s biggest multinationals by up to $192bn a year.

2021年,总部设在巴黎的经合组织(OECD)签署了一项全球协议,将使全球最大跨国公司每年缴纳的税收增加多达1920亿美元。今年早些时候,多个国家——包括欧盟成员国、英国、挪威、澳大利亚、韩国、日本和加拿大等——已经部分出台相关政策。


But experts say a crucial pillar that prevented large companies paying less than a minimum effective tax rate of 15 per cent on their corporate profits worldwide would be undermined by Trump’s second term. 

但专家们表示,防止大公司支付低于其全球企业利润15%的最低有效税率的一个关键支柱,将因特朗普第二任期而受到破坏。
