2/ 近期，美国海关和边境保护局（CBP）加强了对进口货物的监管，特别是对跨境电商货物的审查。从2024年7月起，美国海关开始强化对电子商务货物的监管，并暂停了“多个报关行”参与入境类型86的清关资格，此类入境类型适用于价值不超过800美元的免税进口包裹。此外，美国海关还在加强如今天主题对货物描述的审查，要求提供更为准确的描述，以提升货物数据的准确性和安全性。在此之前，美国海关已实施了警告期，向主要的ACAS联系人每日发送警告信息，概述前一天的模糊描述示例。例如，“礼物”、“日常用品”、“配件”、“零件”等描述已不再被接受。更多示例可在本文末尾查阅。
3/ 空运货物预先筛查（ACAS）计划于2018年6月12日生效，要求从国外抵达美国的货物提交预先的空运信息。该计划此前是一个自愿性流程，许多航空公司已在全球范围内参与，但现在对于飞往美国的航空公司来说，相关要求已变为强制性。这是必要的措施，因为国土安全部（DHS）持续提高全球航空安全的标准。作为ACAS计划的一部分，参与的航空公司需在尽早可行的时间点，向美国海关与边境保护局（CBP）提交所需的部分预到达空运数据，并在将货物装载到前往美国或经由美国的航班之前完成此步骤。
5/ 如 2024年09月14日所推送 最航运 | 美国宣布取消800美元下进口小包免税行动！目标打压中国跨境电商！美国指责中国跨境电商平台因多种原因所谓“滥用”了800美元以下小包进口关税豁免政策，包括隐藏非法和危险产品的运输、规避美国健康安全和消费者保护法规，以及逃避美国的贸易执法措施。
对此，美国计划在2024年底前采取以下措施：
- 发布拟议规则，将所有包含《301条款》、《201条款》或《232条款》关税产品的货物排除在小额免税豁免之外（白宫指出，目前70%的来自中国的纺织品和服装进口受到《301条款》关税的约束）
- 发布拟议规则，要求小额免税货物提供特定的附加数据，包括10位HTSUS编号以及申请豁免的个人身份
- 发布最终规则，要求消费品进口商在入境时通过电子方式向美国海关和边境保护局及消费者产品安全委员会提交合规证书，包括小额免税货物。
美国政府还呼吁国会在2024年底前通过全面的小额免税改革立法，该立法将（1）将上述前两项措施法制化，(2)将敏感进口产品，包括纺织品和服装，排除在小额免税资格之外。
6/ 美国海关和边境保护局（CBP）在8月中旬也针对来自欧洲和独联体国家的空运货物实施了新的安全要求，这是在欧洲包裹网络中发生了两起含有燃烧物的包裹起火事件之后采取的措施。这些新的安全规定导致了大韩航空货运对从这些地区发往美国的货物实施了禁运，直至11月18日。综上这些措施会对国际贸易产生重大影响，尤其是对那些依赖于快速、低成本运输的电子商务企业。
