透过氢能产业动向看全面绿色转型

近日,中共中央和国务院发布关于加速经济社会发展全面绿色转型的行动方案,这也让各大“绿色”相关产业开始更加密切地追踪中央和地方政府在细分领域的动向,以评估全面转型战略的落地情况,调整业务布局。


在这样的大背景下,氢能产业的两则消息引起了广泛的关注。吉林和陕西两省分别宣布在省内高速上免除氢能车辆过路费。这也是继山东和四川之后,最新的两个通过降低运输成本来推广氢能运输的省份。


不过,氢能产业上空也不是“晴空万里”。近期,内蒙古已收紧绿氢项目的审批,要求风光制氢一体化项目批复后,应当在1年内达到实质性开工(完成计划投资45%以上)。此前,部分绿氢项目开发方实际上将项目用作新能源发电的“占位”和“路条”,在绿氢生产成本居高不下的情况下,自然缺乏实际投产意愿。


此外需要注意的是,绿氢项目的主要产品之一是绿色甲醇。部分分析认为,作为绿醇的大客户,国际船运巨头压低绿醇价格,打击了中国绿氢及一体化项目开发方的积极性。但同时,部分船运企业称是国内绿醇项目进度落后在先,致使买方不得不调整绿醇采购计划。在这“针锋相对”的背后,隐藏着绿色技术成本高、减排法规不健全等各领域低碳转型所面对的共同问题。

Green Hydrogen: A Look into China’s “Comprehensive Green Transition”

After the Chinese government released its new action plan for completely shifting the country towards a green development model, certain local and provincial governments have actively taken the lead in spearheading this transformation. Industries are closely monitoring these efforts to assess the real level of commitment towards this green transition.


News from the hydrogen industry has garnered particular attention in this context. This month, both Jilin and Shaanxi provinces announced that they would be waiving highway tolls for hydrogen-powered vehicles. Both provinces are following previous examples set by Shandong and Sichuan, which had already announced similar plans earlier in the year.


However, it’s not all good news across the industry. Inner Mongolia has recently implemented stricter regulations for green hydrogen projects, stipulating that construction must commence within one year of project approval. It is a fact that many companies apply for project approval without much genuine intent, happy to hold onto it as an intangible asset but never actually committing to construction - given the exorbitant costs involved in producing green hydrogen and other end products.


Another noteworthy area is green methanol, which is also produced though the green hydrogen industry. Some analysts have suggested that global shipping companies - which represent the primary clientele for green methanol in China - have intentionally been exerting a low pricing strategy and consequently demotivating suppliers. On the other side, however, the shipping companies are claiming that Chinese green methanol suppliers are not meeting their delivery commitments. As a result, the shipping companies have been revising their procurement plans accordingly.


These case studies show some of the specific practical issues underlying China’s green transition, whether it has to do with the affordability of new technologies or the regulatory uncertainties surrounding greenhouse gas emissions in maritime transportation. These are challenges that many industries will continue to face as they strive to reduce their carbon footprint.
