绿电交易合同更长、供给更足
三中全会闭幕以来，中国政府各部门都在更加积极地发布、完善有关经济社会绿色转型的政策。最近，国家发展改革委、国家能源局和北京电力交易中心围绕绿色电力交易公布了多项新的指南和细则，以解决国内外企业的广泛关切，显示了监管机构扩大、完善绿电交易的决心。
新规中最重要的是引入了多年期绿电中长期合同有关内容，有望帮助企业获得更加稳定的绿电供应。在合同执行期间，考虑到宏观经济、产业周期、电价波动等情况，合同有关各方可以对每月供电安排做出灵活调整。
新规也允许分布式发电主体以聚合形式由聚合商代理参与绿电交易。以光伏为例，目前国内分布式光伏装机以达到总装机的43%，但受规模和稳定性限制，无法参与绿电交易。分布式新能源通过聚合形式参与绿电交易，将有利于扩大绿电供给，满足企业绿电需求。

Longer contracts, more supply in China’s green electricity market
Ever since the Third Plenum in July, Chinese authorities have been continuously improving the regulatory framework for business and industry, hoping to offer confidence to corporates engaged in China's various decarbonisation initiatives. Regulators are now targeting green electricity trading, which concerns many enterprises involved in overseas business.
In August and September, the National Development and Reform Commission (NDRC), National Energy Administration (NEA) and the Beijing Power Exchange Center (BPEC) all issued updated guidelines and implementation rules on green electricity trading. The level of detail presented in these documents demonstrates the Chinese government’s commitment to facilitating further growth in this area.
One key addition is the introduction of multi-year contracts for green electricity transactions, enabling end consumers to secure a sustained supply of renewable energy over a prolonged time period. Market participants are also granted the flexibility to modify their monthly power delivery schedules in order to adapt to changes in the macroeconomic cycle, industry trends, and electricity prices.
The new rules also allow for the participation of aggregated distributed renewable energy sources in the green electricity market. In China, distributed solar PV sources already account for 43 per cent of overall solar PV by installed capacity. However, their inconsistent power output and small operational scale have so far hindered them from engaging in public green electricity trading. The recent regulations have created an opportunity for aggregators, which could potentially lead to an increase in the availability of green electricity on the market.
