政策回顾:碳市场扩容与煤炭清洁利用
9月,国家发展和改革委、生态环境部、国家能源局等有关部门密集发布多项政策,对国内绿电交易和绿证发放机制做出了多项意义深远的调整,我们也对此进行了即时解读。在10月的首期《绿色中国》中,我们将重点关注上个月其他领域的几项绿色发展和环境保护政策。
9月9日,生态环境部发布《全国碳排放权交易市场覆盖水泥、钢铁、电解铝行业工作方案(征求意见稿)》,意味着中国的碳配额交易机制将逐渐覆盖三个领域约1500家重点企业,每年温室气体排放量达30亿。2024-2025年间,监管机构将以行业碳排放强度和企业产品产量为基准免费分配碳排放配额。生态环境部已明确表示,这一阶段的时间表和制度设计主要是为了让控排企业熟悉碳排放管理和交易机制,而不是要求排放总额下降。而在2027年以后,生态环境部等部门将建立预期明确、公开透明的配额逐步适度收紧机制。
另外,9月29日,国家发展和改革委等六部门发布关于加强煤炭清洁高效利用的意见。过去几个月中,包括三中全会决定在内的多项顶层设计都强调要深入推动煤炭清洁高效利用;此次的《意见》虽然没有引入新的具体举措,但进一步确认了煤炭开发和利用在中国经济发展和能源安全中的重要地位。

Carbon market and coal development come under recent policy agenda
In September, Chinese authorities released a set of documents addressing green electricity certification and trading. Our previous posts explained that these developments have the potential to greatly transform the renewable energy market in China. Today, our focus will be on several other policies that were announced within the same month.
On 9 September, the Ministry of Environment and Ecology (MEE) issued a draft plan for enlarging China’s emissions trading scheme (ETS) to cover around 1,500 companies in the cement, aluminium, and steel sectors, which collectively emit the equivalent of some 3 billion metric tonnes of carbon dioxide per year.
By 2024, newly regulated companies will receive emissions allowances, which will be determined based on their production output and the industry’s carbon intensity benchmark, without setting a ceiling on total emissions. As the MEE acknowledged, the current design of the new ETS primarily aims to familiarise companies with the principles of carbon emissions management and carbon allowance trading, rather than providing any specific measures or targets for actively curbing emissions. Substantial impacts are only projected to materialise after 2027, in a gradual manner.
On 29 September, the National Development and Reform Commission (NDRC) and five other ministries issued a guideline for the “clean and efficient” use of coal – an issue repeatedly emphasised in high-level policy documents, including in the concluding Resolution of the Third Plenum. The contents of the new guideline show little in the way of originality, yet the document itself serves as a reminder that coal – particularly its use in power generation – continues to play a crucial role in Chinese economic and energy security.
