交通运输部积极引领低碳进程
尽管中国交通领域电动化进展迅速,但交通运输部似乎并未成为中国低碳转型政策制定的主力。究其原因,交通运输部的关注重点在于交通基础设施,公共交通和物流运输;而电动化主要与居民消费、贸易和环境政策有关,并不是交通运输部的管理范围。
不过,近期交通运输部多个动作表明,其对公共交通和物流运输减碳的重视程度正在加强。八月,交通运输部和财政部联合发布《新能源城市公交车及动力电池更新补贴实施细则》,为城市公交企业提供车辆和电池更新补贴。其中,对更新新能源城市公交车的,每辆车平均补贴8万元;对更换动力电池的,每辆车补贴4.2万元。
早在2015年,中国就启动了大规模的电动公交车应用,是全球最早的地区之一。但因为早期车辆和电池质量堪忧,且缺乏监管,导致近几年性能大幅下降,已经给地方公交运营企业造成了不小的压力。此次更新补贴能够一定程度上缓解地方政府和公交运营商的财政压力,并提高服务水平。
此外,八月底,交通运输部官员在一场行业论坛上提到了对于个别城市盲目跟风推广氢燃料电池汽车,却缺乏加氢站等必要基础设施支持的担忧。同时他也提出,交通运输部将在固定线路和特定场景继续推动氢燃料电池汽车的试点示范。此类示范对基础设施的规划和建设的要求较为直接和明确,更易于见到示范效果。
交通运输部通过提供补贴和政策指引的方式,更加积极地参与中国交通低碳转型进程,有望帮助处于财政紧张的地方政府更广泛深入地推进公共交通和物流运输低碳转型。

Ministry of Transport takes proactive role in advancing green mobility
While China’s lead in the global electric vehicle industry has been regularly covered in our Green China newsletter, we have rarely touched on the country’s Ministry of Transport (MOT). This is because the MOT’s main focus is on developing and regulating transport infrastructure, public transport, and logistics, whereas the EV market is often seen more in terms of consumer choices, environmental policy, and trade.
Recently, however, the MOT has made a number of statements and remarks regarding low-carbon transport, indicating a growing commitment to decarbonize public transport and logistics. In their latest move, the MOT and Ministry of Finance have announced the introduction of new incentives for local bus operators to replace their old electric buses and upgrade the batteries. The average subsidy is expected to be RMB 80,000 per bus replaced and RMB 42,000 for each battery upgrade.
In 2015, China became one of the first countries in the world to adopt electric bus fleets on a large scale. However, the quickly outdated technology and poor quality batteries of the time have caused significant problems for bus operators in recent years. Thanks to the new government support, local governments and operators can now improve services without burdening their already overstrained budgets.
Another notable incident in August saw an MOT official deliver a cautionary message about the development of hydrogen transport in China at an industry event. He criticized specific city governments that had invested heavily in hydrogen vehicles but failed to develop the necessary infrastructure, such as refuelling stations. At the same time, he expressed support for additional pilot programs focused on hydrogen transport along established routes – an approach which simplifies infrastructure planning and development.
The MOT’s proactive steps in shaping China's low-carbon transportation are an encouraging development. This momentum could provide stronger support for financially struggling local governments to build infrastructure which is prepared for decarbonization.
