减碳标准将覆盖更多产业
两年前，国家发展改革委、市场监管总局、生态环境部等九个单位曾联合发布《建立健全碳达峰碳中和标准计量体系实施方案》，以支撑如期实现碳达峰碳中和目标。近日，三部门又发布《关于进一步强化碳达峰碳中和标准计量体系建设行动方案（2024—2025年）》，与之前的中长期方案相比，更加突出了中国各行各业短期内的降碳工作重点。
2024-2025年的《行动方案》指出，加快推进电力、煤炭、钢铁、有色、纺织、交通运输、建材、石化、化工、建筑等重点行业企业碳排放核算标准和技术规范的研究及制修订。这些产业过去几年一直是能耗双控政策的主要目标，预计未来几年也会是碳排放双控的首批重点监管对象。
除此之外，《行动方案》要求加快研制新能源汽车、光伏、锂电池等产品碳足迹国家标准，以帮助国内企业和有关气候问题的谈判代表更有效地处理国际贸易中的各类“绿色壁垒”。
同时，随着企业更加积极地开展碳减排项目，《行动方案》也提到要加大能效提升、可再生能源利用、余能利用、甲烷减排、氢冶金、热泵等碳减排项目的减排量和技术标准等，以帮助企业和政府采用可靠的减排技术，并准确掌握减排量。
总体来讲，与两年前的整体《实施方案》相比，未来两年的标准制定工作将更加聚焦于碳排放量和碳足迹的计算上，以尽早与“十五五”期间的监管体系升级形成联动。

More industries in China to adopt new decarbonisation standards
Two years ago, an implementation plan was released by the National Development and Reform Commission (NDRC), the State Administration for Market Regulation (SAMR), the Ministry of Environment and Ecology (MEE), and six other government agencies, with the aim of enhancing China’s standard system to facilitate the country’s decarbonisation efforts. The same three ministries recently released a shorter-term (2024-2025) action plan on standard-setting. Comparing the changes in priorities between these two plans provides valuable insights into the Chinese government’s immediate agenda in this regard.
The 2024-2025 plan is much more specific about the industries in which more standards for carbon accounting are needed – power generation, coal, iron and steel, non-ferrous metallurgy, textiles, transport, petroleum, chemicals, and construction. The industries, which are already being closely monitored for their energy usage, will once again be the main focus of China’s forthcoming carbon emissions “dual control” framework.
Following on from this, it will be crucial to expedite the development of standards for calculating the carbon footprint of new energy vehicles, solar PV, and lithium batteries. This would enable both Chinese companies and China's official climate negotiators to effectively address the environmental and trade regulations of the European Union.
With the growing emphasis on emission reduction programmes in key industries, the establishment of standardised metrics is necessary for accurately assessing progress. The first series of “programme-based” standards will cover areas such as energy efficiency retrofitting, renewable energy and excess heat usage, methane emissions reduction, hydrogen metallurgy, and heat pumps.
In brief, the 2024-2025 action plan places greater emphasis on carbon emissions measurement, aligning with the government’s objective of establishing a regulatory framework for carbon emissions during the 15th Five-Year Plan.
