保险业再迎“国十条”

9月11日，国务院发布《关于加强监管防范风险推动保险业高质量发展的若干意见》，通过十条意见对中国保险行业未来5-10年左右的发展进行统一部署。此前，国务院曾于2006年和2014年分别发布两次保险业“国十条”，分别为保险业制定了“改革发展”和“现代化发展”两大目标。时隔十年，本次“国十条”的主要目标则是“防范风险”和“高质量发展”。

在“防范风险”层面，2024版《若干意见》提出严把保险市场准入关、严格保险机构持续监管、严肃整治保险违法违规行为、有力有序有效防范化解保险业风险等几大方面，几乎占据文件篇幅的一半。方法上，《若干意见》强调建立以风险监管为本的制度体系，持续化解和应对各类风险隐患。

作为一部着眼于下个十年的政策文件，《若干意见》也力求推动保险行业应对中国未来社会的现实需求。就人口老龄化而言，《若干意见》提出要积极发展第三支柱养老保险、大力发展商业保险年金、鼓励开发适应个人养老金制度的新产品和专属产品等方针。除此以外，《若干意见》还强调提升健康保险服务保障水平、丰富巨灾保险保障形式、健全普惠保险体系等兜底性民生保险服务。

《若干意见》出台后，中国人寿、平安产险、中国人保等多家中国保险业巨头纷纷发文，表达对《若干意见》这一长期规划蓝图的支持。此外，金融市场也对《若干意见》反响良好。9月18日，保险股涨幅一度达到3%。市场分析显示，《若干意见》将有助于进一步推动寿险与养老险业务的稳定增长。

On September 11, China’s State Council issued the Several Opinions on Strengthening Supervision, Preventing Risks, and Promoting High-Quality Development of the Insurance Industry (the Several Opinions), setting out a consolidated roadmap for the development of the insurance industry over the next 5 to 10 years. Previously, the State Council had introduced two similar policy directives in 2006 and 2014, both known as the "Ten National Guidelines for the Insurance Industry." These earlier directives laid out the goals of "reform and development" and "modernization" for the insurance industry. A decade later, the key objectives of the latest version, known as the "2024 Ten National Guidelines," are "risk prevention" and "high-quality development."

The 2024 version of the Several Opinions dedicates almost half of the document to risk prevention through methods such as tightening market entry requirements, enforcing strict ongoing supervision of insurance institutions, rigorously addressing illegal activities, and effectively managing and mitigating risks in the insurance industry. The Several Opinions’ overall methodology emphasizes the establishment of a risk management-based regulatory system to continuously mitigate and resolve potential risks.

As a forward-looking policy document aimed at shaping the insurance industry for the next decade, the Several Opinions also strive to address emerging societal challenges in China. In response to the country's aging population, the document outlines policies for actively developing the third pillar of pension insurance, expanding commercial annuity insurance, and encouraging the creation of new and specialized products tailored to the individual pension system. Additionally, the Several Opinions focus on enhancing the coverage and service levels of health insurance, broadening the scope of catastrophe insurance, and strengthening the inclusive insurance system to ensure better social protection for vulnerable communities.

Following the release of the Several Opinions, major Chinese insurance companies, including China Life, Ping An Property & Casualty Insurance, and the People’s Insurance Company of China (PICC), publicly expressed their support for the long-term vision laid out in the document. The financial markets also responded positively, with insurance stocks rising by as much as 3% on September 18. Market analysts suggest that the Several Opinions will help foster steady growth in the life insurance and pension sectors moving forward.
