绿色产业集体“反内卷”
近日来,中国媒体上驳斥西方国家指责中国“产能过剩”的文章似乎有偃旗息鼓之势,这可能和政治局七月底开会要求强化行业自律,防止“内卷式”恶性竞争有关。这几年,多个中国具有优势的低碳产业中都出现了“价格战”,伤及企业利润,并导致了激进的“降本增效”措施。因此,多个行业内近期都召开了有关会议,响应中央号召。
10月14日,中国光伏行业协会召集国内16家光伏产业链的龙头企业高管召开“反内卷”专题座谈会,并“达成共识”。不过据媒体报道,会上有几家企业明确反对减产,恐怕自身的市场份额落到未减产的竞争对手手中。16日,12家风电企业也签订“自律公约”,重点解决低价恶性竞争、对竞争对手恶意诋毁等问题。至于成效如何,还需时间考验。
一段时间以来,一些企业和协会要求政府介入“反内卷”,但有关部门直接管控“新三样”等产业在国内的定价和产量的可能性并不高。一方面,更便宜的光伏和风电设备对中国的低碳转型进程有利。另一方面,目前部分产业的高速扩张得益于政府早期的引导和支持;若此时亲自下场调控生产行为,有损伤未来产业政策效果之虞。
目前看来,光伏协会所鼓励的企业间整合和并购似乎是摆脱无底线竞争的唯一方法。在此之前,龙头企业的财务状况将无一例外受到极大的考验。

China's renewable energy giants weigh up ways of managing competition
Attentive followers of the Chinese press may have noticed a decrease in the frequency with which official media has been rebutting European and American accusations of ‘overcapacity’ in some of China’s strategic industrial sectors. By contrast, a Politburo meeting held at the end of July urged industries to enhance ‘self-discipline’ and put an end to so-called ‘involutionary’ competition – invoking a popular concept, borrowed from sociology, and used in China to describe a rat race of diminishing returns in both economic and social respects. In the industrial sphere, this phenomenon is often translated into price wars and overzealous cost saving measures.
On 14 October, the China Photovoltaic Industry Association (CPIA) gathered the CEOs and senior executives of 16 solar PV companies to address these issues. Various media outlets with insider information have since confirmed that, unsurprisingly, several companies had strongly opposed the idea of production cuts during the meeting, fearing that reducing production would result in a loss of market share to more aggressive competitors.
On 16 October, 12 major Chinese wind turbine producers also signed a ‘self-discipline agreement’, aimed at quelling excessive price competition and malicious slander among competitors. It remains to be seen whether such voluntary agreements can hold over the long term.
Some companies and industry associations have requested government intervention, but it seems unlikely that the central government would step in to regulate production quotas and pricing in the domestic market. Cheaper solar panels and wind turbines ultimately benefit consumers and support China’s overall decarbonisation agenda, as long as quality is not compromised. Moreover, the surge in production capacity of certain industries can partly be attributed to the government’s support and incentives in the first place. Preserving the credibility of these tools is undoubtedly a priority for the government.
Consolidation through mergers and acquisitions may well be the only feasible solution to ending this unhealthy race to the bottom, as highlighted in the final communique of the recent CPIA meeting. Until that time, these companies will have no choice but to weather a rigorous test of their financial resilience.
