为什么要成立一家央企干回收？
10月18日，中国资源循环集团召开成立大会，成为中国第98家央企。正如其名所指，中国资环集团将聚焦于废金属、废塑料、废旧电子产品、新能源汽车废旧电池、退役风电和光伏设备回收等业务，服务于循环经济发展。
中国资环集团将重组整合国资央企内与回收相关的业务；其主要股东的有关业务，包括中石化、宝武、华润、中铝等，都可能逐渐并入该集团。不管回收何种材料，资源循环行业有很多共性，如需要国内各个省份之间的法律法规和基础设施实现互通互联等。因此，成立一家高级别的央企从事资源回收行业，将十分有利于各地政策制定和统筹工作。
这也是第一次有央企将总部设在天津。究其原因，中石化在天津有拥有重要的乙烯和新材料生产基地，可能会产生对废塑料回收再利用的需求。同时，作为中国北方最大港口，中国资环集团也可以利用天津港进口再生资源原材料，补充国内供应的缺口。

A dedicated SOE for recycling: what’s the reason?
On 18 October, the China Resources Recycling Group (CRRG), a newly formed central state-owned enterprise (SOE), came into existence. True to its name, the primary focus of the new group will be to enhance China’s circular economy by specifically targeting the recycling of waste metals, plastics, electronics, battery of new energy vehicles, wind turbines, and solar PVs.
The newly established CRRG is expected to consist of recycling businesses affiliated with existing state-owned conglomerates such as Sinopec, Baowu, China Resources, and the Aluminum Corporation of China (CHALCO), all of which are shareholders in the CRRG. Given the common preconditions that have to be in place for various recycling activities to succeed – particularly the necessity of standardising inter-provincial regulations and connecting infrastructure – this consolidation is clearly intended to streamline decision-making and establish a nationwide circular economy network.
This is also the first time that a central SOE has been headquartered in the northern city of Tianjin – one of the four directly-administered municipalities in China, which has been struggling to regain its economic momentum in recent years. The significant presence of Sinopec in Tianjin, particularly in the production of ethylene and other high-end materials, could potentially explain the choice of location. Easy access to the largest port in northern China could also enhance the utilisation of imported raw materials.
