中国绿证可信度有望进一步提升
近日，碳信用公司Verra决定撤销壳牌在有关中国水稻项目上的碳信用额度，使全球各方进一步注意到了各类“绿色证书”的可信度问题。在这样的大背景下，中国政府正在不断完善国内各类证书的管理制度，以满足国内外各利益相关方的要求。
九月初，国家能源局印发了《可再生能源绿色电力证书核发和交易规则》，其中最重要的创新举措是引入了“核销”机制。超过两年有效期的绿证将由国家绿证核发交易系统予以自动核销；已声明完成绿色电力消费的，国家能源局资质中心依据用户提交的绿色电力消费认证或声明材料等，对相应绿证予以核销。
包括中国绿证在内的各类环境效益证明所遇到的最大挑战之一就是证明其“唯一性”。此次中国绿证加入核销机制，能更有效地保证环境效益不会被重复声明，显著增加了其可信度。
不过需要注意的是，目前已有部分政策制定机构对可再生能源消费的认定提出了更加严格的要求，只承认绿电直连终端用户的分布式发展路线。绿证与分布式两种消纳方法哪个更有利于可再生能源的广泛利用，还有待时间证明。

China’s green electricity certificates gain greater credibility
Last month, the U.S.-based carbon credit agency Verra took the dramatic decision of revoking Shell's carbon credits for rice farming in China, putting corporate climate action and certification programmes in sharper focus. In this context, the Chinese government has taken an important step towards improving the country's renewable energy certificates.
China’s National Energy Administration (NEA) recently released the first edition of its new rules for the issuance and trading of green electricity certificates (GEC). The most significant departure from previous policies comes with the introduction of a “write-off” mechanism. This means that a GEC would automatically become invalid once it has been claimed by the end user as proof of renewable energy consumption, or after two years from its issuance.
To maintain the integrity of green electricity certificates and carbon emissions offsets, it is crucial to ensure that they can only be claimed once. The implementation of the “write-off” mechanism will enhance the credibility of China’s GECs among certificate holders and verification agencies.
Nevertheless, China's GEC, along with other renewable energy certificates globally, is encountering increasing scepticism from jurisdictions that have stricter criteria for recognising low- and zero-emission energy sources for this purpose, and only acknowledge the validity of renewable electricity when it is directly connected to end users. The best approach for promoting the widespread utilisation of renewable energy is yet to be determined.
