2029前中国绿色发展要实现哪些任务?

万众瞩目的三中全会近日闭幕,通过了两万余字的《中共中央关于进一步全面深化改革 推进中国式现代化的决定》,涵盖300余项改革任务。尽管《决定》中的很多内容并无新意,但文件明确表示,到二〇二九年中华人民共和国成立八十周年时要完成全部改革任务。


在绿色发展领域,有哪些工作被列入了未来五年必须完成的事项清单?


首先,《决定》要求构建碳排放统计核算体系、产品碳标识认证制度、产品碳足迹管理体系,健全碳市场交易制度、温室气体自愿减排交易制度等,以促进能耗双控制度向碳排放双控转型,积极稳妥推进碳达峰碳中和。


同时,《决定》再次要求深化能源管理体制改革,建设全国统一电力市场,防止政府对生产要素价格形成的不当干预。近日,曾有媒体报道大电网与增量配电网之间的纠葛,其原因远远不仅是大电网意图垄断,而是其中的成本账还未算清。因此在这一领域还有很多矛盾需要解决。


《决定》也强调要实施分区域、差异化、精准管控的生态环境管理制度。简单来说,生态环境分区管控要求各地划定“生态保护红线、环境质量底线、资源利用上线”,在生态环境问题突出的区域严控高污染高排放产业。分区管控的持续推进必将对部分地区的产业结构带来重大影响。

What’s in store for China’s green development by 2029?

The long-awaited Third Plenum concluded with the publication of a comprehensive blueprint for the country’s long-term development, expressed in some 22,000 Chinese characters. Predictably, the 300-plus reform areas mentioned did not deliver any major surprises. Despite this, the final “Resolution on Further Comprehensively Deepening Reform and Promoting Chinese-style Modernisation” (the Resolution) guarantees that the issues listed will be resolved by 2029 - the 80th anniversary of the People’s Republic’s founding.


So, what’s in it for China’s green development?


There are a number of issues associated with the creation of a regulatory framework for carbon emissions, which have only become a focal point for policymakers over the last year. These include building mechanisms for accounting, certification, and trading of carbon emissions. The main goal is to shift from regulations that focus on energy consumption to ones that specifically target carbon emissions.


There is also an ongoing demand to further deepen reforms in the electricity market, thereby reducing “inappropriate” government intervention in pricing and increasing renewable electricity in the overall energy mix. Recent media reports have revealed the reluctance of conventional grid companies to facilitate the development of incremental distribution network - some of the reasons for which are legitimate from an economic point of view. Undoubtedly, there are numerous actions that need to be taken in this regard.


Finally, the Resolution emphasises the “regionalised administration” of environment and ecology. Simply put, each territory in China is categorised based on ecological vulnerability and environmental risk, with heavy-polluting activities being forbidden in priority areas. The ongoing implementation of this system is expected to have a substantial impact on the industrial economy of specific provinces and areas, where local government had previously invested in industries with high pollution levels in order to promote economic growth.
