Australia's air navigation services provider, Airservices Australia, is facing off against the two key employee unions that represent the bulk of its workforce providing air traffic control and aviation rescue firefighting services at the nation's busiest airports. Airservices Australia (Airservices) is the Federal Government agency responsible for the safe and efficient management of around 11% of the world's airspace and the provision of airport firefighting services. Civil Air is the association representing the professional, technical and industrial needs of Australian Air Traffic Controllers and Air Traffic Control supporting staff. The two commenced negotiations for a new Enterprise Agreement (EA) in November last year and Civil Air has successfully applied for a Protected Action Ballot Order, with members currently voting on proposed industrial action.澳大利亚航空服务(Airservices)是联邦政府机构，负责安全和高效地管理全球约11% 的空域，并提供机场消防服务。

The two are at loggerheads because Airservices has offered a pay rise in line with the provisions of the Australian Public Service Commission's offer of 11.2% over three years, which the union has rejected. Civil Air says that any attempt to say the action is solely in pursuit of a higher pay rise is factually incorrect and declines to nominate what wage outcome they want, although Airservices said in a statement it is for a 20% increase over three years.这两家公司之所以争执不下，是因为 Airservices 提出的加薪方案与澳大利亚公共服务委员会(Australian Public Service Commission)提出的在三年内加薪11.2% 的方案一致，但工会拒绝了这一方案。

In its statement, Civil Air made the point that air traffic controllers (ATCs) are highly trained, skilled professionals who operate in an intensely regulated and scrutinized industry, subject to practical examinations, medical examinations and ongoing refresher training for their entire career. The punch line of the statement was:
"Clearly, the provision of air traffic services is a specialised and unique task that differs significantly in character from the work of the wider public service."
