印度行业组织关注钢材关税上调提案
Proposed steel duty hike concerns Indian trade body
Kallanish（开阑商务信息咨询）报道，哥印拜陀工业协会联合会（FOCIA）对印度钢铁部提高基本关税的建议表示担忧，并敦促政府重新考虑其立场。
The Federation of Coimbatore Industrial Associations (FOCIA) has expressed its concern over the Indian Ministry of Steel’s proposal to increase the basic customs duty and has urged the government to reconsider its stance,Kallanish notes.
该组织已致函钢铁和重工业部长HD Kumaraswamy，要求他重新考虑提高关税的提议。
The trade body has sent a letter to the steel and heavy industries minister, HD Kumaraswamy, requesting him to reconsider the proposed duty hike.
FOCIA指出，价格波动问题以及在当前价格水平下完成订单可能面临的挑战是担心其影响微型、小型和中型企业的原因。FOCIA是一个位于哥印拜陀的行业组织，包括23个行业协会。中小微型企业的年营业额为25亿印度卢比（2,990万美元）。
FOCIA notes price volatility concerns and possible challenges in fulfilling orders at current price levels as the reasons for the concern about it impacting micro, small and medium enterprises (MSMEs). FOCIA is a Coimbatore-based common trade body that includes 23 industrial associations. MSMEs have an annual turnover of INR 2.5 billion ($29.9 million).
该组织还指出，中小微企业是原材料的主要采购商，他们将原材料转化为零部件，然后供应给大型企业。提高进口税将阻碍中小微企业在当前市场上的生存能力。
It adds that MSMEs are the key raw material purchasers, who convert this into components which are then supplied to larger industries. Increasing the import duty will hinder MSMEs’ ability to survive in the current market.
《印度时报》援引FOCIA的说法称：“如果提高进口税，那些根据当前钢材价格接受订单的小型企业将面临执行订单的困难。”
“If the import duty is hiked, small industries that have accepted orders based on the current steel price will face difficulties in executing orders,” FOCIA is quoted as saying by theTimes of India.
该组织要求政府每年为钢、铝和铜等各种基本金属设定一个“最高售价”，以帮助保护中小微企业免受价格波动的影响。该组织还敦促成立一个“价格监督委员会”，其中也包括中小微企业的代表。
The body requested the government set a "maximum selling price" annually for various basic metals such as steel, aluminium and copper to help protect MSMEs from price volatility. It also urged a "price monitoring committee" be set up which also includes MSME representation.
