美国继续对7个国家的螺纹钢征收反倾销税
US continues rebar AD order on 7 nations

The US Department of Commerce is ordering the continuation of antidumping duty orders on rebar from Belarus, China, Indonesia, Latvia, Moldova, Poland and Ukraine, Kallanish learns from a federal document.
美国国际贸易委员会裁定，不应取消对从上述七个国家进口的螺纹钢征收的反倾销税（见Kallanish 12月13日报道）。美国商务部和国际贸易委员会认为，撤销这些命令很可能会导致倾销继续或再次发生，并对美国国内行业造成实质性损害。
The US International Trade Commission (ITC) has ruled that antidumping duties on imports of rebar from seven nations should not be removed (see Kallanish 13 December). Commerce and the ITC have found that revocation of the orders would likely lead to continuation or recurrence of dumping and material injury to an industry in the US.
美国海关和边境保护局将继续按照所有进口商品入境时的有效费率收取反倾销保证金。继续执行上述命令的生效日期为12月13日。
US Customs and Border Protection will continue to collect AD cash deposits at the rates in effect at the time of entry for all imports of subject merchandise. The effective date of the continuation of the orders will be 13 December.
2018年上一次复审后，美国商务部发布的平均倾销幅度分别为：白俄罗114.53%、中国133%、印度尼西亚71.01%、拉脱维亚16.99%、摩尔多瓦232.86%、波兰52.07%、乌克兰41.69%。该案起源于2001年（见Kallanish 2023年11月2日报道）。
After the prior review in 2018, Commerce issued average dumping margins of 114.53% for Belarus, 133% for China, 71.01% for Indonesia, 16.99% for Latvia, 232.86% for Moldova, 52.07% for Poland and 41.69% for Ukraine. Commerce’s case originated in 2001 (see Kallanish 2 November 2023).

The scope of these orders covers all steel concrete reinforcing bars sold in straight lengths, currently classifiable in the Harmonized Tariff Schedule of the United States (HTSUS) under item numbers 7214.20.00, 7228.30.8050, 7222.11.0050, 7222.30.0000, 7228.60.6000, 7228.20.1000, among others.
