The 22nd World Day against the Death Penalty focuses on the theme “the death penalty protects no one”, aiming to dispel the belief that it enhances safety. Studies fail to prove its deterrent effect on crime, and wrongful convictions risk the execution of innocent people. Both Belgium and the EU are committed to abolishing the death penalty, viewing it as a violation of human rights and human dignity.
Belgium’s last peacetime execution occurred in 1863, with a few following the two world wars for crimes committed during the war. Belgium officially abolished the death penalty by law in 1996, embedding this in its constitution in 2005.
Amnesty International (AI) reports that 144 countries have abolished the death penalty in law or practice, and 177 UN member states did not conduct any executions in 2023. However, AI recorded 1,153 executions worldwide in 2023, representing an annual increase of 31%. The number of death sentences handed down worldwide increased by 20% in 2023 with a global total of at least 27,687. These numbers don’t include the thousands of people who were most likely executed but for whom no data is available. Despite this, the nations carrying out executions are increasingly isolated. Belgium remains committed to increasing transparency around the use of the death penalty.
Belgium goes beyond EU guidelines, actively engaging in global anti-death penalty initiatives. Since 2013, it has supported the International Commission against the Death Penalty. Additionally, Belgium initiated key resolutions on the rights of children whose parents are sentenced to death and joined the Global Alliance against the trade of torture and capital punishment goods. These efforts reflect Belgium’s leadership in the global fight against the death penalty.
