China to step up construction of new-type urban infrastructure

China has issued a guideline for promoting the construction of new-type urban infrastructure.
The guideline, made public on Thursday, was jointly approved by the General Office of the Communist Party of China Central Committee and the General Office of the State Council, and highlights two major goals.
By 2027, significant progress should have been made in the construction of new-type urban infrastructure, providing ever increasing support for the development of resilient cities, while a number of experience and practices that can be copied and expanded should have been established.
By 2030, the construction of new-type urban infrastructure should have achieved remarkable results, to help push forward the building of a group of high-level resilient cities, improve urban safety and resilience, and ensure safer, more orderly, smarter and more efficient urban operations.
To achieve these aims, major tasks must be fulfilled in 11 aspects, including implementing the building and upgrading of intelligent municipal infrastructure, promoting the coordinated development of smart city infrastructure and intelligent connected vehicles, and developing smart residential quarters, according to the guideline.
In addition, there are other important tasks such as raising the intelligence level of housing and building management, carrying out digital home construction, improving city information modeling platforms, and maintaining cyber and data security.
Chinese premier chairs meeting on high-quality development, Yellow River ecology

Chinese Premier Li Qiang on Friday presided over a State Council executive meeting to hear comprehensive inspection reports on work promoting high-quality development, and to study ecological protection efforts in the Yellow River Basin.
The meeting also discussed a revised draft of the civil aviation law of the People's Republic of China.
Focusing on promoting high-quality development and efforts to achieve the country's annual economic and social development goals, inspections identified and helped tackle bottlenecks in reform and development, as well as urgent concerns from enterprises and the public, with encouraging outcomes, according to the meeting.
It highlighted efforts to study the common problems identified in the inspections, to learn from examples and make improvements accordingly, and to prevent procrastination in making improvements.
The quality of the ecological environment in the Yellow River Basin has improved steadily, and the capacity to ensure water security has continued to strengthen, according to the meeting.
It urged efforts to understand the strategic requirements of prioritizing protection and governance, and efforts to focus on the relationship between water, population, food and energy.
The meeting highlighted work to protect the region's ecology and tackle pollution, aiming to promote the green transformation of economic development.
It also discussed and approved a revised draft of the civil aviation law to be submitted to the Standing Committee of the National People's Congress for deliberation.
China issues guideline to promote employment for migrant workers

China will further promote high-quality and sufficient employment for migrant workers and facilitate their urbanization process, according to a guideline published on Friday.
The guideline, issued by the Ministry of Human Resources and Social Security and nine other central authorities, stressed the need to stabilize and expand employment for migrant workers, while calling for multiple measures to broaden their employment channels.
China will work to enhance working skills of migrant workers, safeguard their labor rights and interests, and improve the long-term mechanism for controlling arrears of wages, according to the guideline.
The country will promote the participation of migrant workers in social insurance schemes such as pensions, medical care, unemployment and work-injury insurance, and will safeguard their social security rights and interests.
China will also promote equal access for migrant workers to basic public services in urban areas, further relax restrictions on urban household registration, encourage migrant workers who wish to settle in cities to do so, and safeguard the legitimate land rights and interests of migrant workers who settle in cities, the guideline said.
