Chinese premier urges all-out efforts on flood control, disaster relief

Chinese Premier Li Qiang has called for all-out efforts to ensure effective flood-control and disaster-relief work, as well as to protect the lives and property of the people.
Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks when visiting disaster-hit residents and inspecting flood-control work on Thursday in Chenzhou, Central China's Hunan province.
Li visited two flood-hit villages in the city of Zixing, one of the areas most affected by intense typhoon-induced rains, to learn about progress on disaster relief and the extent of the damage.
He said every effort must be made to search for and rescue the missing people, restore infrastructure such as roads, power networks and communications, and guard against secondary disasters like mountain torrents and mudslides.
The premier extended his regards to frontline rescuers, encouraging them to continue the rescue efforts while also taking care of their own safety.
After the inspection, Li presided over an on-site meeting for flood control and disaster relief. He said that no effort should be spared in flood-relief work, and people's safety should always be the top priority.
Li also stressed the need to ensure the safety of key dikes, reservoirs and infrastructure, promptly allocate disaster-relief funds and materials, actively promote post-disaster reconstruction, and accelerate the construction of major disaster-prevention projects.
Emergency response to geological disasters activated in China's Hunan

China's Ministry of Emergency Management dispatched a rescue team to Hengyang, a city in Central China's Hunan province, on Sunday after a rain-triggered landslide washed away a village house, resulting in casualties.
In its latest update, the provincial emergency command center said that the death toll from the landslide that struck Yuelin village in Hengyang around 8 am Sunday has risen to 15, with six others injured.
An emergency response to geological disasters has been activated in the province, the ministry said, adding that the team will assist local efforts in search and rescue, weather monitoring and warnings, and emergency response operations.
As of 8 am Sunday, China canceled warnings for Typhoon Gaemi after it weakened into a tropical depression. However, the ministry noted that residual winds from the typhoon continue to bring heavy rains to several provinces, including Hunan, Jiangxi, Hubei, Guangdong, Liaoning and Jilin.
On Sunday, the ministry raised the emergency response for floods from Level IV to Level III in Northeast China's Jilin province, and activated a level-IV emergency response for southwest Chongqing municipality. China has a four-tier emergency response system for flood control, with Level I being the most urgent response.
The ministry has reiterated the need for strengthened efforts in forecast and early warning updates, eliminating hidden dangers and safety risks in key areas, and closely monitoring regions prone to flooding and waterlogging.
Special attention must also be given to accommodation facilities in mountainous regions, tourist attractions, farmhouses, as well as construction site camps, the ministry said, adding that measures such as business shutdowns and evacuation of people must be implemented if necessary.
More tourism destinations earn China National Tourist Resort title
多个旅游目的地获得中国国家旅游度假区称号
Another 22 tourism destinations have been listed as a China National Tourist Resort — China's highest level for resorts evaluation, by the Ministry of Culture and Tourism on Wednesday.
The 22 tourism destinations include Gubei Water Town in Beijing, Changbaishan Beautiful China Resort in northeastern province of Jilin and Yixian International Rural Tourism Resort in Huangshan city, eastern province of Anhui.
China started to rate the national tourist resort in 2015 and so far has 85 resorts nationwide earned the title.
According to a notice by the culture and tourism ministry, the resorts applying for the title should have sound and well-operated leisure facilities, who also have good reputations and brand images at the domestic level. The resorts should not have records of serious violation of laws and regulations in the most recent three years or have caused severe accidents damaging the environment or people's safety in the recent three years.
The applicant should be rated as a provincial-level tourist resort for at least one year, before applying for the State-level title, according to the ministry
