本刊2024年第2期主题为“低碳规划”


自 2020 年 9 月中国宣布 2030 年碳排放达到峰值和 2060 年实现碳中和的目标以来,“双碳目标”在 “十四五”期间逐渐成为中国社会的共识。随着 “1+N”政策体系的构建和实施,双碳目标被全面纳入国家生态保护和社会经济发展之中,在不同地域层面对国家向高质量发展转型产生了深刻而深远的影响。在 “1+N”双碳目标政策体系中,“1”是指 2021 年 9 月中共中央、国务院联合印发的《关于全面准确贯彻落实新发展理念实现碳达峰和碳中和目标的意见》指导性文件。而 “N”,首先是指 2021 年 10 月国务院印发的《2030 年前实现碳达峰行动方案》,其次是政府部门和省级地区随后出台的碳达峰实施方案,以及技术创新、统计核算、监督考核、财税金融和价格工具等配套保障措施。这些文件针对能源生产、能源消费、产业发展、城乡建设、交通发展、循环经济、技术创新、统计规范、社会参与等九个领域,明确了碳减排的目标,合理划分了碳减排的责任,同时加强了政府各部门与地方的有序衔接和各项配套措施的有效应用。在规划领域,随着国土空间规划体系的改革,双碳目标也被纳入到规划研究和实践中。从当地居民的生活圈,到一个市的建成区,再到相邻几个市的城市群,甚至是一个跨省大区域的城市群,都进行了多层次的空间研究。他们通过摸清碳排放的实际情况,揭示碳排放的影响机制,大力倡导绿色出行、绿色生活的理念,合理优化城乡用地结构和布局,有效落实碳排放分配和评价机制,试图为碳减排提供规划思路。

Editor's Note


Since China announced its goals of peaking carbon emissions by 2030 and achieving carbon neutrality by 2060 in September 2020, the dual carbon goals, known as shuang tan mu biao in Chinese, have gradually become a consensus of the Chinese society during the period of the 14th Five-Year Plan. Following the construction and implementation of the 1 + N policy system, the dual carbon goals are incorporated in an overall way into the ecological conservation and the socio-economic development of the country, producing profound and far-reaching impacts on its transition to high-quality development at different territorial levels. Among the 1 + N policy system of dual carbon goals, the “1” refers to the guiding document of Opinions on Fully and Accurately Implementing the New Development Concept to Achieve Carbon Peaking and Carbon Neutrality Goals jointly issued by the CPC Central Committee and the State Council in September 2021. The “N” refers to, first of all, the Action Plan for Reaching Carbon Peak Before 2030 issued by the State Council in October 2021, and then the carbon peaking implementation plans issued by governmental departments and provincial regions afterwards, as well as the supporting and guarantee measures of technological innovation, statistical accounting, supervision and assessment, and fiscal, financial, and pricing tools. Targeting the nine areas of energy production, energy consumption, industrial development, urban-rural construction, transportation development, circular economy, technological innovation, accounting standardization, and social engagement, all these documents clearly clarified the goals and reasonably divided the responsibilities of carbon emission reduction, while strengthening the orderly connection among various governmental departments and local territories and the effective application of various supporting measures. In the field of planning, along with the reform of the territorial and spatial planning system, the dual carbon goals have also been incorporated into planning studies and practices. They have been conducted at multiple spatial levels, from the living circles of local residents to the built-up areas of a municipality, the urban agglomerations of several neighboring municipalities, and even a city cluster in a large trans-provincial region. By mapping the actual situation of carbon emissions and revealing the influencing mechanism of carbon emissions, they tried to work out planning approaches to carbon emission reduction, by greatly promoting the ideas of green travel and green life in the civil society, reasonably optimizing the structure and layout of urban-rural land use, and effectively implementing carbon emission allocation and evaluation mechanism.
