质量是企业发展的基石,党的二十大报告明确提出要建设质量强国,强调必须始终坚持质量第一、效益优先,大力增强质量意识,视质量为生命,以高质量为追求。2023年2月,中共中央、国务院印发的《质量强国建设纲要》明确了质量强国建设的形势背景、总体要求、重要举措,力争到2025年质量强国建设取得阶段性成效;到2035年,质量强国建设基础更加牢固,先进质量文化蔚然成风,质量和品牌综合实力达到更高水平。

Quality control serves as the cornerstone for the development of enterprises. The report of the 20th National Congress of the Communist Party of China explicitly put forward the aim of building a strong country in terms of quality control, stressing that the principle of giving priority to quality and efficiency must always be adhered to, and the awareness of quality should be significantly enhanced. Quality control should be regarded as life, and high quality should be pursued.  In February 2023, the "Outline for Building a Quality Powerhouse" issued by the Central Committee of the Communist Party of China and the State Council specified the situation and background, overall requirements, and significant measures for building a quality powerhouse, aiming to attain phased achievements in the construction of a quality powerhouse by 2025.By 2035, the foundation of a quality powerhouse will be even more solid, advanced quality culture will prevail, and the overall quality and brand strength will reach a higher level.

2024年9月是第47个全国“质量月”,主题为“加强质量支撑 共建质量强国”。公司执行董事、党委书记宋少光在三季度QHSE(安全生产)委员会扩大会议上特别强调,要持续夯实实体质量基础,以“质量月”为契机,结合自身业务实际,有针对性地推动工作,大力推进三个质量专项提升、体系建设、质量监督、群众性质量活动等,提升全员质量意识,提升项目实体质量。

The September of 2024 is the 47th National "Quality Month”, with the theme of "Enhancing Quality Support for Jointly Building a Quality Powerhouse". The executive director and Party secretary of the HQC, Song Shaoguang, explicitly underlined at the enlarged meeting of the QHSE (Work Safety) Committee in the third quarter that it is necessary to continuously consolidate the foundation of entity quality. Taking the "Quality Month" as an opportunity and in combination with the actual business of the company, targeted efforts should be made to promote work, vigorously advance three special quality improvement items, system construction, quality supervision, mass quality activities, etc., enhance the quality awareness of all staff, and improve the actual quality of the project.

按照寰球公司“质量月”的统筹安排,中东公司各部门、伊拉克B9 PMC项目紧密围绕“质量月”活动主题,充分利用公司网站、手机报、微信公众号等各种宣传媒体,积极宣传习近平总书记关于发展新质生产力和高质量发展的重要论述,认真学习《质量强国建设纲要》,贯彻落实集团公司及寰球公司质量工作要求,在伊拉克B9 PMC项目现场开展“质量开放日”“客户体验日”等多种形式的对外宣传活动,向业主方和各承包商展示寰球公司的质量管理理念及服务理念;利用内部网站宣传质量和工程建设方面的法律法规、规章制度及中东地区通用质量管理流程,使全体员工牢固树立“质量第一”意识。完成质量月总结、手机报及公众号各1篇,营造了浓厚的“质量月”活动氛围。

In accordance with the overall planning of "Quality Month" of HQC headquarter, all departments of the HQC Middle East and the B9 PMC project in Iraq closely focused on the theme of the "Quality Month" activities and made full use of various publicity media such as the company's website, mobile news, WeChat official account, etc. Actively disseminate President Xi’s significant expositions regarding the development of new-quality productive forces and high-quality development, study the ‘Outline for Building a Quality Power Country’ earnestly and implement the quality work requirements of the CNPC and HQC headquarters. In the Iraq B9 PMC project site, various forms of outreach activities such as "Quality Open Day" and "Customer Experience Day" are conducted to showcase HQC's quality management philosophy and service philosophy to the owner and contractors. Utilizing the company internal website to publicize laws, regulations, rules and regulations, and general quality management processes related to quality and construction, we aimed to instill in all employees a strong sense of "quality first." We completed one summary of Quality Month, one issue of mobile newspaper, and one article for the WeChat public account, creating a strong atmosphere for the "Quality Month" activities.

习近平总书记强调“质量问题关键是制度和措施”,“标准决定质量,有什么样的标准就有什么样的质量,只有高标准才有高质量”。这一系列重要论述,包含丰富的质量管理理论和原则,为提高质量治理能力指明了现实路径和有效方法。本次“质量月”活动中,中东公司编制了《寰球中东公司2024年“质量月”活动实施方案》,组织公司全体员工参加中央企业全面质量管理知识竞赛答题,开展质量培训、技术比武等群众性质量活动1次,参加总部成果发布会、推广会活动1次,组织观看集团公司“群众性质量活动优秀成果”活动1次,同时借鉴和推广内外部质量管理经验、典型做法及质量事故案例,确保人人参与质量月活动。

President Xi emphasized that “The crux of quality issues lies in the system and measures,” and “Standards determine quality. The kind of standards there are determines the kind of quality there is. Only high standards can lead to high quality.” This series of significant expositions encompasses rich theories and principles of quality management and indicates the practical paths and effective methods for improving the capacity of quality governance. During this year's "Quality Month" event, HQC Middle East Company compiled the "Implementation Plan for the 2024 Quality Month Event of Company" and organized the company's employees to participate in the central enterprise comprehensive quality management knowledge competition quiz, conducted quality training and technical skills competitions, and participated in the headquarters' results release and promotion event once, and organized the viewing of the Group's "Excellent Achievements of Mass Quality Activities" event once. At the same time, it learned from and promoted internal and external quality management experience, typical practices, and quality accident cases to ensure that everyone participates in the "Quality Month" event.

多措并举融合体系审核,

推进质量体系建设。

中东公司对质量管理制度进行修改完善,制修订质量管理制度2项,制修订程序文件2项,制修订作业文件5项,修订完善作业规程6项,梳理完善管理流程4项,转发宣贯质量文件3个。中东公司目前执行寰球总部的管理体系,并根据体系管理要求及公司运营实际,对相关的管理流程和管理办法、细则进行细化和完善。按照管理制度开展下半年体系审核,将 QHSE体系审核与安全生产治本攻坚三年行动、三个质量专项提升等工作有机融合,对重点问题按照“四不放过”原则以及“三个层次”、“四个方面”进行分析和整改,深挖短板差距漏洞,强化问题根源追溯,严肃问题整改销项,切实通过管理体系的刚性执行提升公司QHSE管理水平。

The HQC Middle East Company has revised and improved its quality management system, including the revision and improvement of two quality management system documents, two procedure documents, five operation documents, the revision and improvement of six operation procedures, the streamlining and improvement of four management processes, and the dissemination and promotion of three quality documents. Company currently implements the management system of the headquarters, based on the requirements of the management system and the actual operation of the company, it refines and improves relevant management processes, regulations, and specifications. Company will conduct the second-half year system audit in accordance with the management regulations, integrating the QHSE system audit with the three-year action plan for eliminating safety risks and the three quality improvement initiatives. Analyze and rectify key issues according to the "four no-escape" principle and the "three levels" and "four aspects". Deepen the exploration of shortcomings, gaps, and loopholes, strengthen the root cause analysis of problems, and seriously implement the problem rectification closure. We will truly enhance the company's QHSE management level by strictly enforcing the management system.

物资质量管理对保证工程的顺利进行、降低成本和提高经济效益,具有举足轻重的作用。提升物资质量管理水平,挖掘其潜在效益是迫切而必须。中东公司积极开展2024年物资质量管理专项提升活动。结合集团公司采购物资质量问题专项排查整治工作,对排查中发现的问题建立问题台账,逐一制定整改方案,明确整改责任人和整改期限;加强与供应商的沟通协调,确保整改工作全面彻底;对整改完成的问题进行复查验收,保障整改措施落实到位,问题得到有效解决;建立长效机制,将排查整治工作纳入日常管理体系,定期开展自查自纠,持续提升采购物资质量管理水平。

The management of material quality holds a paramount significance in guaranteeing the smooth advancement of projects, reducing costs, and enhancing economic benefits. Elevating the level of material quality management and exploring its latent benefits is both urgent and imperative. HQC Middle East Company has actively initiated the special enhancement activity for material quality management in 2024. In conjunction with the special investigation and rectification work on the quality problems of purchased materials of the CNPC Group Company, a problem ledger was established for the issues identified during the investigation. For each problem, a rectification plan was formulated one by one, with the responsible person and the rectification deadline clearly defined. The communication and coordination with suppliers were intensified to ensure that the rectification work was comprehensive and thorough. The completed rectification problems were reexamined and accepted to guarantee that the rectification measures were implemented effectively and the problems were resolved efficiently. A long-term mechanism was established to incorporate the investigation and rectification work into the daily management system. Regular self-examinations and self-corrections were carried out to continuously enhance the management level of purchased material quality.

伊拉克B9 PMC项目开展“多形式、多语种”的现场实地培训和技术交流活动,促进QHSE工作实效有序开展,确保项目现场施工质量。通过多种形式的培训,极大的推动了伊拉克B9 PMC项目现场质量管理水平,质量管理体系培训、质量控制方法与技术培训、质量检验与评估培训、质量风险管理培训、岗位技能培训以及借鉴和推广公司内外质量管理经验和典型做法、质量事故案例等方面的培训内容使项目员工更加牢固的树立了质量第一意识,深刻理解质量是现场施工管理中不可或缺的重要组成部分。通过培训,员工掌握了质量管理的基本知识和技能,提高了工作效率和质量。同时,进一步培养了员工团队意识和合作能力,形成良好的团队合作氛围,提升了工作效率和质量。

The Iraq B9 PMC project has carried out "multi-form and multi-language" on-site practical training and technical exchange activities to promote the effective and orderly implementation of QHSE work and ensure the construction quality at the project site. Through various forms of training, the on-site quality management level of the Iraq B9 PMC project has been significantly enhanced. The training content, such as quality management system training, quality control methods and techniques training, quality inspection and evaluation training, quality risk management training, job skills training, as well as learning from and promoting the quality management experience and typical practices both inside and outside the company, and quality accident cases, has enabled project employees to establish a firmer awareness of quality first and profoundly understand that quality is an indispensable and crucial component in on-site construction management. Through the training, employees have mastered the basic knowledge and skills of quality management, improving work efficiency and quality. Simultaneously, it has further cultivated the team awareness and cooperation ability of the employees, formed a favorable teamwork atmosphere, and enhanced work efficiency and quality.

质量是工程的生命线。一个项目,如果没有质量保证,就如同没有根基的高楼大厦。要时刻把质量放在第一位,确保在工程的每个环节都有严格的质量控制和监督,以保证工程的安全和稳定发展。中东公司组织各部门、各项目严把各阶段质量关口,加强对供应商、承包商质量管理和控制,促进各方责任主体质量意识提升。特别是针对项目现场,深入开展质量风险的识别、评估和控制,开展月度质量隐患排查,对查出的问题进行质量讲评、问题分析及质量整改要求;切实提高工程实体质量。在伊拉克B9 PMC项目上,质量管理工程师配合业主PMT做好现场质量管控,加强承包商的质量管理意识,促进质量管理提升。每周召开2次质量技术交底晨会,组织现场管理人员进行工作面质量检查、回弹检测、工作面打分评比等活动,提高员工技能水平、落实质量管理责任。对发现问题按照“四不放过”原则以及“三个层次”、“四个方面”进行分析和整改,确保项目高质量交付和投产。

Quality is the lifeline of engineering. A project without quality assurance is like a skyscraper without a foundation. We must always put quality first and ensure strict quality control and supervision at every stage of the project to ensure the safety and stable development of the project. The HQC Middle East Company organizes various departments and projects to strictly control the quality at each stage and strengthens the quality management and control of suppliers and contractors to promote the enhancement of the quality consciousness of all stakeholders. In particular, we conduct in-depth identification, evaluation, and control of quality risks on the project site, conduct monthly quality hazard inspections, and conduct quality review, problem analysis, and quality improvement requirements for issues found. We truly improve the quality of the project's physical entities. In the B9 PMC project in Iraq, quality management engineers work with the owner's PMT to manage quality on site and strengthen the contractor's quality management awareness to promote quality management improvement. We hold 2 quality technical briefing morning meetings per week and organize on-site managers to conduct quality inspections, rebound testing, and work area scoring competitions to improve employee skills and implement quality management responsibilities. We analyze and rectify issues found according to the "four no-escape" principle and the "three levels" and "four aspects," ensuring the high-quality delivery and commissioning of the project.
