COP29 comes at the close of a brutal year – a year seared by record temperatures, and scarred by climate disaster, all as emissions continue to rise.
Finance has been priority number one.
Developing countries swamped by debt, pummelled by disasters, and left behind in the renewables revolution, are in desperate need of funds.
An agreement at COP29 was absolutely essential to keep the 1.5 degree limit alive. And countries have delivered.
I had hoped for a more ambitious outcome – on both finance and mitigation – to meet the great challenge we face.
But this agreement provides a base on which to build.
It must be honoured in full and on time. Commitments must quickly become cash. All countries must come together to ensure the top-end of this new goal is met.
COP29 also builds on progress made last year on emissions reductions and accelerating the energy transition. And it reaches agreement on carbon markets.
This was a complex negotiation in an uncertain and divided geopolitical landscape. I commend everyone who worked hard to build consensus. You have shown that multilateralism – centred on the Paris Agreement – can find a path through the most difficult issues.
I appeal to governments to see this agreement as a foundation – and build on it.
First, countries must deliver new economy-wide national climate action plans – or NDCs – aligned with 1.5 degrees, well ahead of COP30 – as promised. The G20 countries, the biggest emitters, must lead.
These new plans must cover all emissions and the whole economy, accelerate fossil fuel phase out, and contribute to the energy transition goals agreed at COP28 – seizing the benefits of cheap, clean renewables.
The end of the fossil fuel age is an economic inevitability. New national plans must accelerate the shift, and help to ensure it comes with justice.
Second, we need swift action to deliver on commitments made in the Pact for the Future. Particularly on effective action on debt; increasing concessional finance and improving access; and substantially increasing the lending capacity of the Multilateral Development Banks, with adequate recapitalization.
I thank the government of Azerbaijan for their hospitality – and COP29 President Mukhtar Babayev, and his team, for their hard work.
I am grateful to UNFCCC Executive Secretary Simon Stiell and his colleagues for their superb support – and of course the United Nations team.
And I commend all the delegates, young people, and civil society representatives who came to Baku to push parties for maximum ambition and justice.
I end with a message directly to them. Keep it up. The United Nations is with you. Our fight continues. And we will never give up.
Climate crunch time is here. COP29 has delivered a hard-fought deal. This is at a time when science tells us that without action, climate impacts will only intensify further. COP29 has now secured a foundation on which we must now rapidly build. However, we must be clear, ambition and promises are only as good as the action and delivery that backs them up. We therefore need to see more transparent, inclusive progress on finance, on mitigation and on adaptation. The UN Environment Programme will continue to work with all parties and stakeholders to ensure that climate finance is mobilised in the most effective way, with maximum impact on the ground for communities that need it the most.
Next, all eyes turn to the NDC 3.0 February deadline. All member states must now stretch ambition to ensure we can live up to the 1.5°C promise. The NDC plans can unleash a wave of resilient economic growth, new jobs and address cost of living challenges. The G20 must lead, and lead quickly. The road to Belém must be one of concerted action and living up to commitments. There is no other way.
After two weeks of intense negotiations, COP29 has come to a close. The outcome is an affirmation of the need for a collective global response. While the pace might not fully match the urgency of the challenge, it demonstrates that the Paris Agreement remains essential for climate action.
This latest round of global climate action negotiations has resulted in meaningful progress on key issues such as carbon markets, which have the potential to be transformative.
The Parties also agreed to US$300 billion per year to developing countries to support their climate ambitions. An effort to be led by developed countries.
But this is just a floor and not a ceiling. As we have heard repeatedly from developing countries, as well as experts and researchers over the past two weeks, the true cost of meaningful climate action is much higher.
It is critical that the international community continues to build on Baku’s outcome to help these nations confront the challenges posed by climate change and achieve a green, just transition.
Climate change does not respect borders, and climate finance is not charity. Investing now benefits everyone—acting today is an investment in a safer, more equitable future for all.
We can, and must, do better.
The road to COP30 is short. Countries are to arrive to Belem, Brazil with new national action plans to keep the 1.5 goal alive. Their ambitions must be matched by genuine public and private financial investments and coordinated international partnerships. Only swift and bold action by each and every country can slow the steady march of climate change.
UNDP sees first-hand the climate ambitions of developing countries, including the mobilization of their own resources. Yet, we remain concerned that, despite their efforts, they face promises slow on delivery, growing debt burdens, and shrinking fiscal space to invest in their national priorities.
On the way to COP30, UNDP’s Climate Promise – as the lead of UN climate efforts – will continue to work closely with over 100 countries and territories to put forward ambitious plans to keep 1.5 degrees Celsius in sight, building the economies and societies of the future.
