越南成立8个可再生能源发展工作组,推动风、光、氢、储发展

近年来,8个专门工作组积极开展工作,为有效落实越南第八个电力计划、促进越南可再生能源发展提出了新的倡议。

6月19日,由越南电力与可再生能源局同丹麦能源署(DEA)和丹麦驻越大使馆配合编写的《越南能源展望报告--净零排放之路》(EOR-NZ)在河内出炉。

报告指出,越南到2050年实现碳中和目标不仅在技术上可行,而且也是最具成本效益的方案。

越南在太阳能、陆上和海上风电方面潜力巨大,越南具备将能源工业从化石燃料转向可再生能源并充分利用其资源的良好条件。

报告还显示,今后,越南燃煤电厂需要更加灵活,以便在必要时减少燃煤发电量,优先考虑绿色电力并网,在电力储能等方案实施前做好电力保障工作。为了实现到2050年建设84吉瓦海上风电的雄心,越南需要作出坚定的承诺和尽早的行动。特别是,尽早颁布明确且可预测的法律框架对于吸引巨额资金投入越南海上风电产业发挥着重要作用。报告建议越南应立即确定海上风电开发地点、做好港口基础设施准备工作并推进输电网建设改造。

这份报告是越南与丹麦能源伙伴合作计划框架内制定的越南能源展望报告系列的第四份出版物。这是越南与丹麦在绿色能源转型领域的长期伙伴合作计划。该报告提出了越南能源系统到2050年的发展情景,重点分析了越南到2050年兑现净零排放承诺的现实路径。

该报告传播的信息十分明确,就是支持越南可持续增长的最佳且最具成本效益的选择是扩大太阳能和风能的规模,实现交通运输和工业的电气化。最重要的是尽早加快越南绿色能源转型进程,以避免不必要的巨额成本。特别是,报告还就越南如何在2050年实现气候中和目标并确保2030年二氧化碳排放达到峰值提出了具体建议。

丹麦能源署署长克里斯托弗·博措(KristofferBöttzauw)表示,报告显示,越南可再生能源潜力丰富,绿色转型将成为经济增长的动力,有利于确保整个社会的能源安全和可持续发展。

作为东南亚增长最快的经济体之一,为了确保可持续发展,越南需要将经济增长与能源消费分开,并通过对可再生能源和节能技术的投资,建立一个更加可持续的绿色和可持续的能源系统。

工贸部副部长阮黄龙表示,越南高度评价丹麦政府的支持,并希望今后两国继续配合进一步有效开展能源合作计划。

丹麦驻越南大使尼古拉·普里茨表示,这份报告是越南与丹麦能源伙伴合作计划的重要结果。他希望这份报告为越南合作伙伴决策过程以及支持越南绿色能源转型进程提供宝贵的参考来源。丹麦承诺继续支持越南绿色转型的进程。

越南工贸部副部长阮黄龙先生于9月18日下午在河内与挪威驻越南大使希尔德·索尔巴肯(HildeSolbakken)女士就《公平能源转型伙伴关系》(JETP)伙伴小组举行工作会议。

会上,越南工贸部副部长阮黄龙先生表示,《公平能源转型伙伴关系》计划不仅将支持越南,还将支持许多其他发展中国家到2050年实现净零排放目标,加快温室气体排放峰值和从化石能源向清洁能源转型。

阮黄龙副部长指出,为有效落《公平能源转型伙伴关系》计划,越南工贸部此前成立了多个专门工作组,分担不同的任务,包括:第一组负责海上风电开发;第二组开发可再生能源产业中心;第3组涉及储能系统;第4组负责智能电网开发;第5组重点关注能源转型的培训和能力建设计划;第6组关于改造燃煤电厂;第7组致力于开发绿色氢能;第8组负责已批准的被纳入越南第八个电力规划中的能源项目,并接受JETP支持。

阮黄龙副部长强调,近年来,8个专门工作组积极开展工作,为有效落实越南第八个电力计划、促进越南可再生能源发展提出了新的倡议。

关于挪威在越南投资的能源项目,阮黄龙副部长表示,如果这些投资项目获得批准并纳入越南第八个电力规划的话,它们将获得JETP合作伙伴的优惠和支持。

Viet Nam has set up eight renewable energy development working groups to promote the development of wind, solar, hydrogen and storage

On June 19, the Viet Nam Energy Outlook Report – The Road to Net Zero (EOR-NZ), prepared by the Viet Nam Electricity and Renewable Energy Agency in collaboration with the Denmark Energy Agency (DEA) and the Denmark Embassy in Vietnam, was released in Hanoi.

The report notes that Viet Nam's goal of achieving carbon neutrality by 2050 is not only technically feasible, but also the most cost-effective.

The report notes that Viet Nam has great potential in solar, onshore and offshore wind power, and that Viet Nam is well positioned to switch its energy industry from fossil fuels to renewable energy and make full use of its resources.

The report also shows that in the future, Viet Nam's coal-fired power plants need to be more flexible to reduce coal-fired power generation when necessary, prioritize the integration of green power into the grid, and ensure power security before the implementation of power storage and other schemes. To achieve its ambition of 84 GW of offshore wind by 2050, Viet Nam needs to make a firm commitment and act sooner rather than later. In particular, the early enactment of a clear and predictable legal framework plays an important role in attracting huge amounts of capital to Viet Nam's offshore wind industry. The report recommends that Viet Nam immediately identify offshore wind development sites, prepare port infrastructure and promote the construction and transformation of transmission grids.

This report is the fourth publication in the series of Viet Nam Energy Outlook reports developed within the framework of the Viet Nam Energy Partnership Programme with Denmark. This is a long-term partnership between Viet Nam and Denmark in the field of green energy transition. The report presents a scenario for the development of Viet Nam's energy system by 2050, focusing on a realistic path for Viet Nam to meet its net-zero emissions commitments by 2050.

The report's message is clear: the best and most cost-effective option to support Viet Nam's sustainable growth is to scale up solar and wind energy and electrify transportation and industry. The most important thing is to accelerate Viet Nam's green energy transition process as soon as possible to avoid unnecessarily huge costs. In particular, the report makes specific recommendations on how Viet Nam can achieve climate neutrality by 2050 and ensure that carbon dioxide emissions peak by 2030.

Krist·offer Böttzauw, Director General of the Denmark Energy Agency, said that the report shows that Viet Nam renewable energy is abundant, and the green transition will be a driving force for economic growth, which is conducive to ensuring the energy security and sustainable development of the whole society.

As one of Southeast Asia's fastest-growing economies, to ensure sustainable development, Viet Nam needs to separate economic growth from energy consumption and build a more sustainable green and sustainable energy system through investment in renewable energy and energy-efficient technologies.

Deputy Minister of Industry and Trade Nguyen Hoang Long said that Viet Nam highly appreciates the support of the Denmark government and hopes that the two countries will continue to cooperate in the future to further carry out energy cooperation plans.

Denmark Ambassador to Viet Nam Nikola · Pritz said the report is an important result of Viet Nam's energy partnership with Denmark. He hopes that the report will provide a valuable reference for Viet Nam's partner decision-making process and support for Viet Nam's green energy transition process. Denmark pledged to continue to support Viet Nam's green transition.

Mr. Nguyen Hoang Long, Deputy Minister of Industry and Trade of the Viet Nam, held a working meeting with Ms. Hilde Solbakken, Ambassador of Norway to Viet Nam on the afternoon of September 1·8, on the Partnership for a Just Energy Transition (JETP) Partnership for a Fair Energy Transition (JETP) partner group.

At the meeting, Mr. Nguyen Hoang Long, Deputy Minister of Industry and Trade of Viet Nam, said that the Partnership for a Just Energy Transition plan will support not only Viet Nam, but also many other developing countries to achieve net-zero emissions by 2050, accelerate the peak of greenhouse gas emissions and the transition from fossil energy to clean energy.

Deputy Minister Nguyen Hoang Long pointed out that in order to effectively implement the "Partnership for Equitable Energy Transition" plan, the Ministry of Industry and Trade of Viet Nam has previously set up a number of special working groups to share different tasks, including: the first group is responsible for offshore wind power development; the second group develops renewable energy industry centers; Group 3 deals with energy storage systems; Group 4 is responsible for smart grid development; Group 5 focuses on training and capacity-building programs for the energy transition; Group 6 on the upgrading of coal-fired power plants; Group 7 is dedicated to the development of green hydrogen; Group 8 is responsible for the approved energy projects included in Viet Nam's eighth power plan and receives JETP support.

Vice Minister Nguyen Hoang Long stressed that in recent years, eight special working groups have been actively working and put forward new initiatives for the effective implementation of Viet Nam's eighth power plan and the promotion of renewable energy development in Viet Nam.

Regarding Norway's investment in energy projects in Viet Nam, Deputy Minister Nguyen Hoang Long said that if these investment projects are approved and included in Viet Nam's eighth power plan, they will receive preferential treatment and support from JETP partners.

The Ambassador of Norway to Viet Nam, Ms. Hilde · Sorbakken, highly appreciated the recent plans and actions of the Ministry of Industry and Trade of Viet Nam in the implementation of JETP. Ambassador Hilde · Sorbakken affirmed that supporting Viet Nam's energy transition process is one of Norway's priorities as a partner of the Partnership for a Just Energy Transition (JETP).
