近日，深圳市高科技企业协同创新促进会（以下简称“深圳高促会”）在越南河内正式设立办事处，并成功举办越南-深圳高科技发展合作大会，宣布在越南设立办事处。
该大会由越南自动化协会与深圳高促会联合主办，越南科技部、中国驻越南大使馆、越南科学院技术应用与发展委员会、越南河内科技联合会、越南河内百科创新创业投资基金、越南数字通信协会、越南机械企业协会、越南材料科学院、越南全球电子商贸协会、越南胡志明市半导体集成电路技术协会、越南半导体展览会组委会、旭日大数据等多个越南知名机构、商协会积极参与，标志着中越民间企业科技合作的热情。此次大会的召开，不仅展现了深圳高促会积极响应“一带一路”倡议、带领深圳高科技企业“走出去”的坚实步伐，也凸显了中越两国政府和企业界对科技合作的高度重视。
深圳高促会推动企业走出国门，助力“一带一路”科技合作
随着中国“一带一路”倡议的持续推进，越来越多的中国企业开始布局海外市场，尤其是在东南亚的新兴经济体中，深圳的高科技企业尤为活跃。深圳高促会作为深圳知名的科技型社会组织，一直致力于促进企业间、企业与高校、企业与政府之间的协同创新与合作，此次在越南设立办事处，是深圳高促会进一步落实“走出去”战略的重要举措。通过越南这一办事处，深圳高促会希望能够帮助深圳的高科技企业在越南找到更多合作机会，实现科技成果的转化和应用。
中国驻越南大使馆负责经济商务的邬国权公参在9号接待深圳科技考察团时提到：目前中越两国积极加强“一带一路”倡议与越南的“两廊一圈”战略对接，两国经贸合作提质升级，加速基础设施建设、产业链合作和经贸往来。在科技创新合作方面，鼓励双方在数字经济、绿色发展、5G、电子商务等领域的合作。
深圳高促会会长、中国科技部国际合作司前司长靳晓明表示：“深圳高促会致力于推动科技创新与国际合作。此次在越南设立办事处，我们的目的是加强两国在高科技领域的紧密联系，遵循中国法规制度，并充分尊重越南政府的相关法规要求，通过合作带动技术创新、人才交流和产业升级，为深圳企业提供一个走向全球的平台。”
深圳高促会执行副会长尹辉在主旨报告中，提到目前深圳企业的“出海”战略主要聚焦于科技成果转化、联合实验室建设、知识产权授权，以及合资共建企业等。通过这些务实合作，深圳企业不仅能够利用越南的市场优势和丰富的人才资源，还能够为当地的科技发展注入创新动能，形成双赢局面。
越南政府和企业高度重视中越科技交流
越南科技部副司长黄英秀、中国驻越南大使馆李振民参赞、贾伟一秘及越南多位重量级嘉宾出席，显示了两国政府对科技交流的高度重视。
黄英秀在致辞中表示，越南作为新兴经济体，近年来在高科技领域取得了显著的进展。中国企业，尤其是深圳的高科技企业，在全球科技创新竞争中占据重要地位。越南期待与深圳企业在技术创新、人才培养等方面展开深度合作，为越南科技创新提供新的动力。
此外，越南自动化协会作为共同主办方，越南河内百科大学和越南多个知名商协会作为协办方积极参与，也反映出越南企业界对与深圳企业合作的高度期待。越南自动化协会常务副主席杨元平博士在发言中指出，越南与深圳的合作前景广阔，特别是在自动化技术、半导体、人工智能等领域，双方拥有巨大合作潜力。通过深圳高促会的桥梁作用，越南企业将有机会引进中国的先进技术和管理经验，推动自身产业的转型升级。
越南河内高科技学院院长范春庆提到自己曾多次出访中国，而深圳在他心中留下了美好的印象，深圳40多年的发展让他为之惊叹，他期待有更多来自深圳的科技企业将这种深圳速度带到越南来，促进两国的科技交流和合作。
科技成果转化、联合实验室、知识产权合作引领未来
在大会的合作推介与签约环节，深圳和越南的多家企业和机构围绕科技成果转化、联合实验室建设、知识产权授权等话题展开了深入探讨，并签署了多项战略合作协议。其中，越南自动化协会与深圳高促会签定了《科技合作协议》，越南胡志明市半导体集成电路技术协会与深圳高促会签署了《越南半导体展联合组织战略合作协议》，双方将在半导体技术研发、展会组织和产业推广等方面开展长期合作。越南胡志明市半导体集成电路技术协会负责人表示，此次协议的签署为双方未来的深度合作奠定了坚实基础。
本次大会的圆桌对话环节由深圳四家科技企业代表对话越南科技部黄英秀副司长与越南河内高科技学院范春庆院长，这四家科技企业分别是深圳镭神智能董事长胡小波、深圳洲斯移动物联网技术董事长蔡旭东、中科宝溢视觉科技有限公司总裁刘太龙、深圳市德佛力奥科技有限公司董事长刘超。对话围绕技术创新、产业升级、科技培育以及学习深圳优秀的营商环境等领域展开。
与此同时，深圳的多家高科技企业也在大会上分享了它们在越南市场的布局和发展计划。深圳镭神智能、深圳德孚力奥科技、中科宝溢、洲斯科技、深圳市倍通控制技术、福摩贝斯科技、昶旭电子制品、东莞市博泰三维科技、深圳市友影创智科技、深圳威特尔自动化科技、深圳市阿鼎科技、宁波尚进自动化科技、深圳市亿博源建设工程、湖北光煜家具、广东比斯特实业、加腾智能科技、上海跋涉智能设备、深圳市数码人技术、深圳愿力创科技等企业表示，越南作为东南亚地区的经济增长点，拥有庞大的消费市场和技术人才储备。通过与越南企业的合作，中国企业能够更好地实现技术本地化、扩大市场份额。
深圳高促会越南办事处主任、深圳高促会副会长张助仁也是越南越中商通投资咨询有限公司董事长，他特别强调，未来深圳高促会越南代表处将围绕技术成果转换、实验室共建、知识产权授权等领域推动中越企业间、高校间的合作，推动新兴技术的研究与开发。其中通过两国联合实验室的搭建，不仅能够加速科技成果的产业化，还能为两国科技人才的培养提供重要平台。而知识产权的授权与合作旨在促成更多的深圳企业与越南企业的深度合作，共同推动技术创新。

With the continuous advancement of China's "Belt and Road" initiative, more and more Chinese enterprises have begun to deploy overseas markets, especially in the emerging economies of Southeast Asia, and high-tech enterprises in Shenzhen are particularly active. As a well-known science and technology-based social organization in Shenzhen, Shenzhen High-tech Promotion Association has been committed to promoting collaborative innovation and cooperation between enterprises, enterprises and universities, and enterprises and governments, and the establishment of an office in Viet Nam is an important measure for Shenzhen High-tech Promotion Association to further implement the "going out" strategy. Wu Guoquan, Minister Counsellor in charge of economy and commerce of the Chinese Embassy in Viet Nam, mentioned when receiving the Shenzhen science and technology delegation on the 9th: At present, China and Vietnam are actively strengthening the strategic docking of the "Belt and Road" initiative and Viet Nam's "two corridors and one circle", upgrading the quality of economic and trade cooperation between the two countries, and accelerating infrastructure construction, industrial chain cooperation and economic and trade exchanges. In terms of cooperation in science and technology innovation, the two sides are encouraged to cooperate in the fields of digital economy, green development, 5G, and e-commerce.
Jin Xiaoming, President of the Shenzhen High-tech Promotion Association and former Director General of the Department of International Cooperation of the Ministry of Science and Technology of the People's Republic of China, said: "The Shenzhen High-tech Promotion Association is committed to promoting scientific and technological innovation and international cooperation. Yin Hui, executive vice president of Shenzhen High-tech Promotion Association, mentioned in the keynote report that the current "going overseas" strategy of Shenzhen enterprises mainly focuses on the transformation of scientific and technological achievements, the construction of joint laboratories, the authorization of intellectual property rights, and joint ventures. The Viet Nam government and enterprises attach great importance to China-Vietnam scientific and technological exchanges
Hoang Anh Xiu, Deputy Director General of the Ministry of Science and Technology of Viet Nam, Counselor Li Zhenmin of the Chinese Embassy in Viet Nam, First Secretary Jia Wei and many heavyweight guests from Viet Nam attended the ceremony, showing that the two governments attach great importance to scientific and technological exchanges.
In his speech, Hoang Anh Xiu said that Viet Nam, as an emerging economy, has made remarkable progress in the field of high technology in recent years. Chinese enterprises, especially those in Shenzhen, occupy an important position in the global competition for scientific and technological innovation. Viet Nam looks forward to in-depth cooperation with Shenzhen enterprises in technological innovation and talent training, so as to provide new impetus for Viet Nam's scientific and technological innovation.
In addition, the Viet Nam Automation Association as the co-organizer, Viet Nam Hanoi Encyclopedia University and a number of well-known business associations in Viet Nam actively participated as co-organizers, which also reflected the high expectations of the Viet Nam business community for cooperation with Shenzhen enterprises. Dr. Duong Nguyen Binh, Executive Vice Chairman of Viet Nam Automation Association, pointed out in his speech that the cooperation between Viet Nam and Shenzhen has broad prospects, especially in the fields of automation technology, semiconductors, artificial intelligence, etc., and the two sides have great potential for cooperation. Pham Xuan Khanh, President of Hanoi Institute of High Technology in Viet Nam, mentioned that he has visited China many times, and Shenzhen has left a good impression in his heart, and he is amazed by the development of Shenzhen for more than 40 years, and he expects more technology companies from Shenzhen to bring this Shenzhen speed to Viet Nam to promote scientific and technological exchanges and cooperation between the two countries.
Transformation of scientific and technological achievements, joint laboratories, and intellectual property cooperation lead the future
In the cooperation promotion and signing session of the conference, a number of enterprises and institutions in Shenzhen and Viet Nam conducted in-depth discussions on topics such as the transformation of scientific and technological achievements, the construction of joint laboratories, and intellectual property licensing, and signed a number of strategic cooperation agreements. Among them, the Viet Nam Automation Association signed the "Science and Technology Cooperation Agreement" with the Shenzhen High Promotion Association, and the Viet Nam Ho Chi Minh City Semiconductor Integrated Circuit Technology Association and the Shenzhen High Promotion Association signed the "Viet Nam Semiconductor Exhibition Joint Organization Strategic Cooperation Agreement", and the two sides will carry out long-term cooperation in semiconductor technology research and development, exhibition organization and industrial promotion. In the roundtable dialogue session of the conference, representatives of four technology enterprises in Shenzhen spoke with Huang Yingxiu, deputy director of the Ministry of Science and Technology of Viet Nam, and Fan Xuan Qing, president of Hanoi Institute of Science and Technology in Viet Nam, these four technology companies are Hu Xiaobo, chairman of Shenzhen Leishen Intelligence, Cai Xudong, chairman of Shenzhen Zhousi Mobile Internet of Things Technology, Liu Tailong, president of Zhongke Baoyi Vision Technology Co., Ltd., and Liu Chao, chairman of Shenzhen Deflio Technology Co., Ltd. The dialogue focused on technological innovation, industrial upgrading, scientific and technological cultivation, and learning from Shenzhen's excellent business environment.
At the same time, a number of high-tech enterprises in Shenzhen also shared their layout and development plans in the Viet Nam market at the conference. Zhang Zhuren, director of the Viet Nam Office of the Shenzhen High Promotion Association and vice president of the Shenzhen High Promotion Association, is also the chairman of Viet Nam Vietnam Business Investment Consulting Co., Ltd., and he particularly emphasized that in the future, the Viet Nam Representative Office of the Shenzhen High Promotion Association will promote cooperation between Chinese and Vietnamese enterprises and universities in the fields of technological achievement transformation, laboratory co-construction, intellectual property licensing, etc., and promote the research and development of emerging technologies. Among them, through the establishment of joint laboratories between the two countries, it can not only accelerate the industrialization of scientific and technological achievements, but also provide an important platform for the cultivation of scientific and technological talents of the two countries.
