President Luiz Inácio Lula da Silva, Vice President and Minister of Development, Industry, Trade, and Services (MDIC) Geraldo Alckmin, along with Ministers Rui Costa (Chief of Staff) and Jader Filho (Cities), and several entrepreneurs, announced investments totaling BRL 1.6 trillion for projects linked to Mission 3 of the New Industry Brazil (NIB) program, expected to be completed by 2029. The event took place on Wednesday, October 30, at 11 a.m., at the Planalto Palace.
Launched in January this year, NIB is an industrial policy aimed at promoting national development by 2033, with sustainability and innovation as its key pillars. Of the announced BRL 1.6 trillion investment, 75% will come from the private sector. The goal of Mission 3 is to enhance urban living quality by integrating sustainable mobility, housing, infrastructure, and basic sanitation.
Alckmin stated, "The significant scale of investment demonstrates that the New Industry Brazil program is on the right track. This will strengthen the country’s infrastructure and mobility, bringing well-being to our citizens while fostering innovative industry." He added, "Collaboration between public and private sectors is key to transforming our cities with projects that promote development and quality of life for millions of Brazilians."
Among public funds for Mission 3, BRL 113.7 billion comes from credit lines and subsidies under the More Production Plan (Plano Mais Produção, P+P). Since 2023, this plan has allocated BRL 48.6 billion to related projects, with an additional BRL 65.1 billion to be provided by 2026. As a permanent financing tool for NIB, the P+P Plan is supported by Caixa Econômica Federal, which invested BRL 63 billion, raising the total funding for projects linked to NIB's six missions to BRL 405.7 billion.
Other institutions associated with the P+P Plan include the National Development Bank (BNDES), Finep, Banco do Nordeste (BNB), Banco da Amazônia (Basa), and Embrapii. An additional BRL 492.4 billion in public resources, provided by Caixa, BNB, and BNDES, is earmarked for construction works under the Growth Acceleration Program (PAC) and the Minha Casa Minha Vida housing program. These investments also stimulate industrial activities linked to Mission 3.
