Typhoon Safety Alert Issued by Suzhou Flood Control and Drought Relief Headquarters
Due to the influence of Typhoon "Bebinca," it is expected that from the night of the 15th to the daytime of the 16th, winds in our city may reach levels 10-11, with water surface winds reaching levels 12-13. Additionally, there may be short-term heavy rainfall with hourly precipitation rates of 40-60mm, along with localized thunderstorms and strong winds. All relevant units and residents are advised to stay updated on weather conditions and take necessary disaster prevention and safety measures.
Specific safety tips are as follows:
For residents: Secure doors and windows, and take protective measures for glass and aluminum windows. If necessary, apply tape in an "X" shape on the glass. Avoid going out unless absolutely necessary. If you must go out in the rain, avoid flooded areas and drainage outlets. For drivers, heed water accumulation warnings, do not drive through flooded areas, and avoid parking in low-lying areas, under billboards, or near dense trees. Residents of old, dangerous buildings, temporary shelters, low-lying areas, or those near coastal or riverside areas should cooperate with local authorities for safe evacuation. In case of secondary disasters such as house collapse, tilting, or flooding caused by strong winds or heavy rain, evacuate immediately and seek assistance once in a safe location.
For ships and maritime safety: Strengthen safety alerts and wind prevention management for vessels (those sailing on the Suzhou section of the Yangtze River, port ships, and inland water vessels) and shipbuilding companies along the river. During the typhoon, all ships (except for emergency services) must return to port for shelter.
Construction safety: All outdoor construction sites, especially those involving high-altitude work (such as tower cranes, scaffolding, and gantry cranes), must halt operations during the typhoon.
For high-altitude structures: Inspect and manage risks related to high-altitude structures (store signs, outdoor billboards, glass curtain walls, traffic signs, light steel structures, etc.). Reinforce outdoor and high-altitude structures, and remove items from balconies, windowsills, and rooftops to eliminate hazards.
For tourist activities: Strengthen management of scenic areas, parks, tourist attractions, and amusement venues. Water sports, tourism, and outdoor activities should ollow emergency plans and prioritize safety. Organizers of outdoor group activities or large gatherings should evaluate the situation and implement typhoon emergency response measures.
For agricultural and livestock industries: Reinforce greenhouses and facilities for agriculture, livestock, and aquaculture, and prepare for water drainage.
For urban infrastructure: Inspect risks related to critical urban infrastructure, including transportation, communication, power, water, and gas systems, and follow mergency response plans to ensure safety.
For relevant industries: Prepare emergency measures and alerts for known flooding points. Ensure normal operation of drainage equipment in facilities with underground electrical or precision equipment, and have sandbags, water barriers, pumps, and other drainage materials ready. Underground spaces such as complex buildings, civil defense facilities, and parking garages should implement emergency drainage plans and strengthen entry/exit management.
