Typhoon "Bebinca" is expected to make landfall along the coastal area between Taizhou in Zhejiang and Qidong in Jiangsu during the early morning to late morning of the 16th, bringing strong winds and heavy rain to Suzhou.
As of 8 a.m. today (14th), the center of this year's 13th typhoon, "Bebinca" (severe tropical storm level), was located on the northwestern Pacific Ocean, about 1,000 kilometers southeast of Zhoushan, Zhejiang Province.
Typhoon "Bebinca" is expected to move rapidly northwest at a speed of 30-35 kilometers per hour, with its intensity gradually increasing. It will pass through the Ryukyu Islands and enter the eastern part of the East China Sea from the evening to the night of the 14th. On the morning of the 15th, it is expected to gradually turn west-northwest, approaching the eastern coast of China. It will make landfall along the coastal area between Taizhou in Zhejiang and Qidong in Jiangsu between the night of the 15th and the morning of the 16th as a typhoon or severe typhoon (Category 12-14, with wind speeds of 35-42 meters per second). Afterward, its intensity will gradually weaken.

The Suzhou Meteorological Observatory issued a yellow typhoon warning signal at 10:47 a.m. on September 14, 2024: Due to the impact of this year's 13th typhoon, "Bebinca," it is expected that from the night of the 15th to the daytime of the 16th, gusts in our city may reach levels 10-11, with water surface winds reaching levels 12-13, and rainfall may reach heavy rain or even torrential rain in some areas.
The city's flood control headquarters initiated a Level III emergency response for typhoon defense at 11:00 a.m. on September 14. Based on the regulations of the "Suzhou Industrial Park Typhoon Defense Emergency Plan" and after comprehensive assessment, the district's flood control headquarters decided to initiate a Level III emergency response for typhoon defense in the park from 12:00 p.m. on September 14.
During the response period:
Scenic areas, parks, outdoor amusement venues, and all outdoor cultural and tourism activities will be closed and suspended.
All outdoor construction projects and high-altitude operations will be halted.
All fishing boats must return to port or find nearby shelter from the wind, and except for necessary crew members, all personnel must evacuate and go ashore. Ports and terminals will cease operations.
Inspections of high-altitude structures will be intensified, and damaged billboards, traffic signs, high-altitude amusement facilities, and fallen trees will be promptly dealt with to eliminate safety hazards immediately.
Full efforts will be made to ensure the safe operation of the city's lifeline systems, including transportation, communication, power supply, water supply, and gas supply, to minimize the impact of typhoon damage on people's livelihoods.
All member units of the district's flood control headquarters are requested to align with their responsibilities in the emergency plan, refine and implement all defense measures, and make every effort to carry out flood and typhoon defense work to ensure the safety of people's lives and property.
