This peculiar story of ingenuity and audacity has drawn widespread attention, with some officers describing him as a "rare genius."
Police Begin Their Investigation
In June 2015, the police in Dayi County, Sichuan Province, received a tip from a local resident about suspected drug activity in the neighborhood. The informant claimed that someone nearby was trafficking a substantial amount of drugs - reportedly over 100 kilograms.
Taking the report seriously, the local police launched an investigation. Their efforts quickly led to a suspicious online account with the username "Pork and Plant Wholesale Payments," which had been actively advertising peculiar items. The account listed products with cryptic names like “compound” for 150 yuan and “plant” for 200 yuan, raising immediate suspicion.
Further investigation revealed that the account’s IP address matched the location identified by the tipster. Meanwhile, the police also discovered that a man named Luo Jincheng had been sending an unusually high number of packages through local courier services, making him the prime suspect.
A Bizarre Discovery
When the police raided Luo’s home, they stumbled upon several bags filled with crystalline substances. Believing they had found a significant drug stash, the officers detained Luo and took samples for testing. To their shock, the lab results revealed that the substances were nothing more than ordinary items like rock sugar and alum.
The outcome baffled investigators. Could this man truly be innocent, or was he pulling off an elaborate scheme? When questioned, Luo Jincheng boldly declared his innocence, insisting that the substances were harmless and challenging the police to verify them further.
During questioning, Luo Jincheng candidly recounted how he turned his life around in an unexpected way. Years ago, Luo was a drifter with no steady job, struggling to reintegrate into society after a stint in prison. He developed a drug addiction, which worsened his financial situation and eventually led to his wife divorcing him. Left alone and penniless, Luo began contemplating ways to make money quickly.
He recalled a phrase he once heard: "To find a lucrative opportunity, look to the criminal code for inspiration." Taking this advice quite literally, Luo purchased a copy of the criminal code and meticulously studied it. Inspired by fictional crime dramas and his own life experiences, he decided to venture into the drug trade - but with a twist.
The Fake Drug Scheme
Instead of selling real drugs, Luo bought large quantities of rock sugar and alum, packaging them in small portions to mimic narcotics like methamphetamine. He then marketed these fake substances to drug users he had previously encountered, banking on the fact that his "clients" would not dare report him to authorities if they discovered the deception.
To build trust, Luo established an online presence, masquerading as a legitimate wholesale business. Orders were placed discreetly through online messaging platforms, and he shipped his products using courier services, ensuring anonymity.
What set Luo apart was his attention to detail. To evade suspicion, he included bogus lab test reports in the packages, claiming the substances were harmless. He even provided customers with "refunds" if they were unsatisfied, further building his reputation as a "trustworthy" dealer.
A Profitable Enterprise
Luo’s scheme proved surprisingly effective. By pricing his fake drugs lower than genuine narcotics, he attracted a steady stream of customers, particularly those who could not afford real drugs. Within months, his operation expanded, and Luo became a prominent figure in the local underworld - albeit one selling nothing more than sugar and alum.
Despite his success, Luo never sold his fake drugs within Sichuan Province, fearing local police might catch on. He also went to great lengths to disguise his activities, using fake return addresses and ensuring his packages were untraceable.
The Downfall
While Luo’s ingenuity kept him under the radar for some time, his overconfidence eventually led to his arrest. The unusually high volume of courier packages he sent out, combined with the tip-off from a vigilant resident, was enough for the police to connect the dots.
Even in custody, Luo remained unapologetic. He expressed pride in his "business model," arguing that he had found a way to make money without harming anyone. However, the authorities viewed his actions differently, emphasizing the societal harm caused by perpetuating drug culture, even with fake substances.
The Aftermath
Luo Jincheng’s case has sparked widespread discussion in China. While some netizens begrudgingly acknowledged his creativity, most condemned his actions, highlighting the ethical and legal implications of his scheme.
