8月13日，3M河内设立科学技术与工程中心正式投运。

越南计划与投资部副部长阮氏碧玉在由世界领先的科技创新集团3M于8月13日在河内举行的科学技术与工程中心的揭牌仪式上表示，此次活动不仅标志着科学技术与工程中心的诞生，同时也是越南迈向全球创新目的地之路的具体成果。
为了实现上述目标，越南实施了许多具体的吸引投资措施，目前越南已成为世界上许多科技集团的目的地，预计未来将有许多集团和企业来到越南。
阮氏碧玉副部长强调，越南一直将科技创新视为增长、经济改革、摆脱“中等收入陷阱”、赶得上发达国家的动力。
此前，3M集团在胡志明设立客户技术中心（CTC），重点向全国合作伙伴企业介绍解决方案和商业合作机会。
3M集团负责电子材料解决方案总裁Steven VanderLouw表示：“未来两年，我们计划投资更先进的测试设备，以满足越南市场快速增长的需求。”
越南有针对性、有选择性开展招商引资工作，瞄准高科技项目、半导体、人工智能、研发、可再生能源、氢能、建设同步基础设施等的投资项目，这些正是美国投资者拥有大量潜力和优势的领域。
阮氏碧玉副部长表示，今天3M集团科学技术与工程中心的成立是越南逐渐成为地区技术创新、研发目的地的具体证明。此次活动对越美合作关系不断发展也具有积极意义。
今后，阮氏碧玉副部长希望越南3M集团科学技术与工程中心与越南国家创新中心（NIC）在进一步发挥各自优势的基础上开展有效合作，作为越南政府的战略咨询机构，计划与投资部将努力为企业创造有利和透明的环境。
美国驻越大使马克·纳珀（MarcE.Knapper）表示，3M集团在越南的投资充分肯定其对企业为促进科学技术合作做出贡献的强有力的建设性承诺。该中心将为促进创新、促进两国进步和繁荣做出重要贡献，包括推动经济增长、技术进步和可持续发展。

在电子产品领域，3M是全球手机、平板、电脑、服务器及一从物联网终端产品的核心胶粘材料供应商，在电子产品设计轻薄化与加工简易化上，很多环节的技术均由3M独创。
越南近些年来不但成为了三星高端手机的产能基地，苹果高端柔性AMOLED模组的产能基地，苹果最新iPad、Apple Watch智能手表、Airpos耳机的产能基地，还是全球主要的IDC数据中心服务器、5G基站、网通产品的重要产能基地。
近年来随着全球贸易环境变化，苹果、三星、微软、亚马逊、戴尔、惠普等科技大厂都曾要求3M重新在中美之外的第三方市场建立技术服务与业务合作据点，其中印度和越南是苹果指定的重点地点。
其中为了避开全球贸易风险和地缘政治风险，目前全球先进的AI服务器生产厂商，把主要的生产基地都放在了第三方市场。其中越南由于与各大经济体之间签有广泛的自由贸易协定，地理位置上又离AI芯片主要产能基地台湾较近，能充分利用台湾市场专业、便捷的技术支持与市场服务，成为了全球AI产业链布局最大的国家。
此次3M在越南河内建立科学技术与工程中心，预示着未来短期内越南将承担更多的美国电脑、服务器代工产能。

Deputy Minister Nguyen Thi Biyu stressed that Viet Nam has always regarded scientific and technological innovation as a driving force for growth, economic reform, escaping the "middle-income trap" and catching up with developed countries.
Previously, 3M Group set up a Customer Technology Center (CTC) in Ho Chi Minh City, focusing on introducing solutions and business cooperation opportunities to partner companies across the country.
Steven Vander Louw, President, Electronic Material Solutions, 3M Group, said: "Over the next two years, we plan to invest in more advanced test equipment to meet the rapidly growing demand in the Viet Nam market. ”
Viet Nam has targeted and selective efforts to attract investment, targeting high-tech projects, semiconductors, artificial intelligence, research and development, renewable energy, hydrogen energy, and simultaneous infrastructure construction, which are areas where United States investors have a lot of potential and strength.
Deputy Minister Nguyen Thi Jasper said that the establishment of the 3M Group Science, Technology and Engineering Center today is a concrete proof that Viet Nam is gradually becoming a regional destination for technological innovation and R&D. This event is also of positive significance for the continuous development of Vietnam-US cooperative relations.
In the future, Deputy Minister Nguyen Thi Jay Yu hoped that the Science and Technology and Engineering Center of Viet Nam 3M Group and the National Innovation Center (NIC) of Viet Nam would cooperate effectively on the basis of further leveraging their respective strengths, and that the Ministry of Planning and Investment, as a strategic advisory body to the Viet Nam government, would strive to create a favorable and transparent environment for enterprises.
