Tsinghua University School of Public Policy and Management (Tsinghua SPPM) held its 2024 Global Advisory Board Meeting (GAB Meeting) at Tsinghua University on November 9. With an emphasis on "Public Governance and Global Cooperation in the Age of Intelligence," the GAB Meeting featured an opening ceremony, closed-door meeting and Modern Governance Forum. The GAB meeting was held in a combination of online and offline formats.
Gu Shengzu, chief expert of the Global Development Institute, Wuhan University, and vice chairman of the 13th National Committee of the Chinese People’s Political Consultative Conference, attended the opening ceremony and delivered a keynote speech. Wan Gang, president of the China Association for Science and Technology and vice chairman of the 13th National Committee of the Chinese People’s Political Consultative Conference,attended the Modern Governance Forum and delivered a keynote speech. Qiu Yong, secretary of the CPC Tsinghua University Committee and member of the Chinese Academy of Sciences, attended the opening ceremony as GAB member and delivered welcome remarks.
Gu Shengzu delivers a keynote speech
In his keynote speech, “Global Governance and Cooperation in the Age of Intelligence to Address the Climate Crisis,” Gu Shengzu emphasized the strategic role of AI in global climate governance and highlighted the need to balance development, governance, innovation, and safety. He urged accelerated green technology innovation, multilateral dialogue, and fulfillment of the Paris Agreement’s emissions targets to close the climate governance gap. Gu also called on developed nations to assume greater climate responsibilities and advocated for integrated reforms in education, technology, and talent development to support climate action and carbon neutrality goals.
Wan Gang delivers a keynote speech
In his keynote at the 2024 Modern Governance Forum, “Renewable Energy and New Energy Vehicles in the Age of Artificial Intelligence,” Wan Gang discussed the advancement of new energy vehicles (NEVs), supported by coordinated infrastructure and renewable energy growth. He highlighted that with AI, NEVs are evolving toward electrification, intelligence, low carbon, safety, and efficiency. Wan outlined the intelligent connected NEV system, emphasizing vehicle-road-cloud integration and generative AI solutions based on large driving models (LDM). He stressed that intelligent connected NEVs are key to global automotive transformation, calling for deeper collaboration to achieve a shared vision of green, low-carbon, and smart mobility.
Qiu Yong delivers welcome remarks
In his address, Qiu Yong highlighted the Advisory Board’s pivotal role over the past five years in guiding the development of Tsinghua SPPM. He emphasized that the rapid progress of AI presents significant opportunities alongside unpredictable risks and challenges, making the forum’s theme, “Public Governance and Global Cooperation in the Age of Intelligence,” both timely and relevant. As a leading institution in scientific and technological advancement, Tsinghua aims to drive innovation in AI theory and technology while actively promoting a sound global AI governance framework. Qiu reaffirmed Tsinghua’s commitment to supporting the GAB’s work, encouraging members to share insights and recommendations to help the school advance as a world-class public administration institution.
Venue of the Board Meeting
Peng Zongchao, professor of Tsinghua SPPM and secretary of the CPC Tsinghua SPPM Committee, moderated the opening ceremony. Robert Orr, dean of the School of Public Policy at the University of Maryland, led the closed-door meeting. Zhu Xufeng, dean of Tsinghua SPPM, presented the school’s 2024 Work Report.

They reflected on the past year’s work at the school and discussed the forum’s theme, offering strategic suggestions on how to carry out public administration research and teaching in the era of AI for the school’s development. Relevant officials from Tsinghua University, leaders from Tsinghua SPPM, along with faculty and student representatives, also attended the meeting.
