近日，世辉律师事务所合伙人臧翌晗律师和王新锐律师，以及律师刘雨薇受国际权威法律评级机构钱伯斯邀请，为其撰写《全球法律指南：数字健康2024》中国篇的“趋势与发展”一章。该指南中各个国家与地区的篇章均由该专业领域的领先律所受邀撰写，旨在介绍该专业领域法律和实务上的最新进展。

Yihan Zang (partner), Raymond Wang (partner), and Vicky Liu (associate) of Shihui Partners were recently invited by Chambers, a globally renowned legal rating agency, to author the China Trends and Developments chapter of its Global Practice Guides: Digital Healthcare 2024. The country chapters in the Guides are drafted by selected leading firms in the relevant practice areas, and the Guides aim to introduce the latest legal and practical progress in these areas.

文章简要介绍了中国互联网医疗行业的现状和典型商业模式，梳理了近年来政府针对该行业出台的监管措施以及法律法规。文章重点讨论了2023年以来中国开展的医疗反腐败行动对于该行业的影响。

The article briefly introduces the status quo and the typical business models of the digital healthcare industry in China, and summarizes the regulatory rules and measures the government have imposed on this industry in the recent years. The article focuses on discussing the impact that the 2023 anti-corruption campaign brings to this industry.

Mr. Yihan Zang has extensive experience in various areas of corporate compliance, and provides diversified services to clients in different industries. His areas of interest cover white-collar crime, anti-bribery and anti-corruption (including matters under US, UK, and Chinese law), anti-money laundering, sanctions/anti-sanctions, export controls, and data compliance. Mr. Zang is adept at assisting clients of different scales to establish and improve their compliance programs, conducting complex or sensitive internal investigations, carrying out customized compliance due diligence in M&A, PE/VC and transactional contexts, negotiating and perfecting compliance-related transaction documents, and providing compliance trainings. He also advises clients on issues involving US sanctions and export controls, and China's anti-sanctions countermeasures. His clients span such industries as life science, high tech, finance, real estate, TMT, and consumer products.

臧律师拥有复旦大学法学学士学位和美国康奈尔大学法律博士学位，以及中美两国的律师执业资格。在加入世辉前，他曾先后供职于多家顶级外资律师事务所。他曾荣获The Legal 500 2021年度“监管/合规”领域律师新星，并于2023年获得《亚洲法律杂志》和LEGALBAND重点推荐。他也拥有中国中小企业协会颁发的企业合规师资格。

Mr. Zang holds an LLB from Fudan University and a JD from Cornell Law School, and practice licenses in both China and the US. He worked at top-notch international firms before joining Shihui. He has been recognized as a 'Rising Star' in the Regulatory/Compliance category in 2021 by The Legal 500, and has been recommended by Asian Legal Business and LEGALBAND in 2023. He is also a compliance expert recognized by China Association of Small and Medium Enterprises.

王律师长期深耕网络安全和数据保护业务，其提供深度法律服务的客户包括数十家中外顶级科技公司，亦为多个中央部委和地方政府的数据立法和监管工作提供支撑。王律师作为中方专家，入选ICC（国际商会）、B20（二十国集团工商峰会）等国际组织的数字治理工作组。此外，王律师是专著《个人信息保护国际比较研究》《现代企业合规指引》 The Technology, Media and Telecommunications Review（13th）主要作者之一，并有大量文章和译作公开发表，专业观点经常被新华社、人民网等国内外主流媒体引用。近两年，王律师作为课程讲师在北大、清华等多所著名高校讲授网络法和数据保护相关内容，并兼任对外经贸大学法学院高级研究员。

Mr. Raymond Wang's practice focuses on cybersecurity and data protection. He frequently advises leading multinational and domestic technology companies, ministries and local governments with respect to legislative and regulatory programs. He sits on the expert panel for the ICC's Data Governance Working Group and the B20 Organization Compliance Working Group. He is one of the key authors of the monograph 'International Comparative Study on Personal Information Protection' and 'Data Service Framework'. He has published many articles, reports and translation works in the field of personal information protection, and has also taught courses related to data protection and cyber law at both Peking and Tsinghua universities.

王新锐律师毕业于清华大学法学院，执业已超过20年，曾长期在国内顶尖律师事务所工作，现为世辉律师事务所合伙人。2018年以来，王律师在TMT和数据保护领域先后获得Chambers、The Legal 500、ALB、《商法》、China Law ＆ Practice、asialaw、LEGALBAND等多个法律专业评级机构的推荐，其中包括ALB China十五佳TMT律师、The Legal 500亚太数据保护领先律师（2021-2024）、LEGALBAND中国顶级律师排行榜：网络安全和数据保护（第一梯队）（2019-2024）等个人奖项。

Raymond Wang is the head of our compliance department and he has been practicing law for more than 20 years. Raymond has been recommended by various authoritative legal media and rating agencies in the categories of 'TMT' and 'Data Protection', including Chambers & Partners, The Legal 500, Asian Legal Business (ALB), China Business Law Journal, China Law & Practice, asialaw Profiles, and LEGALBAND. Vicky Liu completed her undergraduate studies at University of Illinois at Urbana-Champaign and obtained her JD degree at Emory University School of Law in the United States. Prior to joining Shihui Partners, Vicky worked at a well-known international law firm. 

刘律师的主要服务领域为网络安全和数据合规，也为客户提供合规调查及出口管制领域的服务。在数据合规方面，刘律师曾为多家跨国企业及国内知名企业提供法律咨询服务，协助企业完善内部隐私合规机制及政策、完成跨境数据传输工作、并且为企业提供重要数据的审查及合规、人工智能及算法相关问题的法律咨询等。此外，在反腐败调查及出口管制领域，刘律师帮助开展各类合规内部调查以及培训，并协助提供涉及美国制裁、出口管制与中国反制裁措施的法律服务。刘律师服务的客户涉及汽车、消费品、互联网、金融、半导体等多个行业及领域。刘律师已获得国际隐私专家协会IAPP颁发的CIPP/E（欧盟信息隐私专家认证）证书。

Vicky focuses her practice on cybersecurity and data security. She also practices in compliance investigation and export control. With respect to data security, Vicky advises various multi-national companies and large domestic companies, assisting companies in improving internal privacy compliance mechanisms and policies, conducting cross-border data transfer, and advise companies on questions related to important data, artificial intelligence and algorithms. In anti-corruption investigation and export control area, Vicky assists companies in carrying out compliance investigations and providing compliance trainings, and advises on questions related to sanctions and export control measures in China and the U.S. The clients that Vicky provides services. The clients that Vicky has provided legal services for include a wide range of industries, ranging from auto, software, manufacturing, consumer products, finance to life sciences. Vicky has obtained the CIPP/E certificate issued by IAPP.
