On November 8, the State Taxation Administration, Ministry of Finance, and Civil Aviation Administration of China jointly announced that, starting December 1, 2024, fully digital electronic invoices—specifically the electronic itinerary receipts for air travel—will be rolled out in China's civil aviation passenger transport sector. This initiative aims to make travel and expense reimbursement more convenient for passengers and businesses.
A representative from the State Taxation Administration's Department of Collection, Administration, and Technology explained that with the widespread adoption of electronic itineraries, travelers can now receive automated, intelligent electronic invoices that cater to various needs without needing to obtain paper itineraries, saving on postage costs associated with mailing paper receipts. Accounting staff will be able to conduct paperless reimbursement, accounting, archiving, and storage using these electronic itineraries, enabling these transactions to be handled online. Businesses can access the electronic invoice service platform to check the VAT amount on electronic itineraries and deduct it as required, eliminating the need for time-consuming calculations based on total ticket prices and reducing workload.
To ease the transition, a grace period from December 1, 2024, to September 30, 2025, will allow the use of paper itineraries, electronic itineraries, and other invoices concurrently. It’s important to note, however, that duplicate issuance among paper itineraries, electronic itineraries, and other types of invoices will not be permitted.
