1. 消防演习 Fire Fighting Drill

1.1 “Fire in Crew Mess Room” drill 船员房间消防演习

15:30 – Emergency alarm sounded

15:34 – C/O XXX, C/E XXX & 2/O XXX reported: “All crew mustered at their stations. Nobody is missing”.
15:35 – C/E XXX reported: “Emergency fire pump started. Shut off electrical power, fire vents shut off, fire doors closed”.
15:36 – O/S XXX and D/C XXX brought fire hoses and connected to fire hydrants.
15:38 – Back up team commenced boundary cooling. C/O XXX reported: “Reserve team ready with the stretcher.”

1.2 “Fire in laundry” drill 洗衣房消防演习
1532-Fire alarm sounded followed by PA announcement "THIS IS A DRILL " ( x 3 ). Fire in Laundry room Upper Deck. All crew proceed to respective Muster Station.
1534-Communication establised on UHF Walkie Talkie via Ch.01 between all parties. (Emergency team, Command team, Support Team, First aid team, Roving Team, CCR team & Engine team) Communication tested satisfactory. All parties reported all Mustered.
1538-All parties reported all mustered and correct. Command Team gave instruction to each team and all understood their duties:
Fire fighting Team 1 & 2 reported smoke diving team ready with firemans outfit and SCBA. All in good condition .Whistle SCBA tested & communication checked. Found satisfactory.
Team 1 team BA pressure : AB XXX 190 bar and Oiler XXX 190 Bar. Team 2 team BA pressure : AB XXX192 Bar Oiler XXX 195 Bar.
Medical team: Prepared the stretcher, first aid and resuscitator. All equipment checked. Found in good condition.
ECR Team reported: All supply/exhaust fans and Power Supply in accommodation shut. Support Team: Reported All vent / fire damper and Fire Door Shut. Command Team instructed to close ventilation and start boundary cooling outside accomodation.
Roving & Engine room team : Initiated starting of the emergency fire pump. Instructed by Command Team for power to be isolated.
Boundary Cooling: Support Team prepared 2 Fire hoses for boundary cooling outside, aft of accommodation.
Command Team: Simulation Initial report was sent by Master to the office by telephone and emergency broadcast was made on VHF DSC via Ch-70 and RT via Ch-16 to all ship in vicinity (PAN-PAN). Inmarsat-C msg was also prepared for sending out on master's command (simulation)
1540-Roving Team reported power was isolated. Support Team reported natural vent closed
1542-Boundary Cooling started by 3rd Off XXX and OS XXX. Fire Fighting Team 1 reported ready for entry. Command Team instructed for making entry and Fire fighting team 1 acknowledged. FFT 1 made entry with charged hose from outside accommodation port side entrance upper deck.
1546-After entry, FFT-1 reported cause of fire was due to electrical mishap. Team 1 BA pressure upon exit: AB XXX - 183 bar and Oiler XXX - 185 Bar. Port side lifeboat reported to be ready for launching
1551-Support Team reported to Command team, checked and confirmed no sign of hot spot.
1554 Emergency Team relayed the message. FFT-2 made entry and confirmed fire extinguished (after 24hrs simulation) and no sign of re-ignition. Team 2 BA pressure upon exit: AB XXX - 180 Bar, Oiler XXX - 182 Bar.
1555 Master order to conduct fire watch rotation for next 24 hours (simulation). All team muster at Fire Control Station for de-briefing and FFA training session.
1559 All equipements used was checked and secured back to full operational condition. Completed de-briefing. Drills called off and all crew proceeded to next drills.

1.3 “Fire in galley” drill 厨房消防演习
16:10 – Emergency alarm sounded
16:11 – Cook XXX reported: “Fire in galley”.
16:14 – C/O , C/E  & 2/O  reported: “All crew mustered at their stations. Nobody is missing”.
16:15 – C/E reported: “Emergency fire pump started. Shut off electrical power, fire vents shut off, fire doors closed”.
16:16 – O/S XXX and M/M XXX brought fire hoses and connected to fire hydrants.

2.弃船演习 Abandon Ship Drill
2.1 “Abandon ship” drill (左右舷式救生艇)
15:50 – Abandon ship alarm sounded.
15:54 – C/O XXX & 2/O XXX reported: “All crew mustered at their stations. Nobody is missing”.
15:57 – Lifejackets and whistles available and verified – all found in good working condition.
16:03 – Explained to all crewmembers the launching and recovery procedures for lifeboats and liferafts. Each crewmember asked about his duty.
16:04 – Lifeboats lowered to the embarkation deck level. Brakes, winches, davits, limit switches, all ropes and wires, boarding ladders, swivels and hooks checked and tried out. All found satisfactory. Lifeboats heaved up and secured.
16:14 – Crew entered into the lifeboats. All crewmembers instructed how to start lifeboat engines and how to use lifeboat equipment. Both lifeboats engines tested ahead and astern for 3 minutes. All found satisfactory.

16:15 – Navigational lights, compass lights, searchlights, cabin lights, emergency lights and steering tested. All found satisfactory.


2.2 “Abandon ship and launching port lifeboat into the water” drill (左舷救生艇水上操纵演习,右舷记录与此相类似)

15:00 – Abandon ship alarm sounded.

15:04 – C/O XXX & 2/O XXX reported: “All crew mustered at their stations. Nobody is missing”.

15:07 – Lifejackets and whistles available and verified – all found in good working condition.

15:08 – Explained to all crewmembers the launching and recovery procedures for lifeboats and liferafts. Each crewmember asked about his duty.

15:10 – 2/E XXX disconnected charge cable and stopped the charger. 15:11 – O/S Zhechev and SBO Ahmed released gripes.

15:13 – M/M XXX secured painters, O/S XXX released davit stoppers.

15:14 – 2/O XXX lowered the lifeboat to the deck level. Brake, winch and davits checked and tried out.

15:15 – Master XXX ordered embarkation. Assigned crew embarked into the lifeboat.

15:16 – C/O XXX lowered the lifeboat into the water. C/E XXX started the engine. C/O XXX released the hook’s mechanism.

15:45 – Lifeboat maneuvered into the water. Steering gear, navigational lights, compass lights, searchlights and cabin lights tested. All ropes, boarding ladder, swivels and hooks checked and tried out. All found satisfactory.

15:46 – O/S XXX and O/S XXX returned hooks into the basic position.

15:47 – A/B XXX picked-up the lifeboat to the deck level. Master Arnaudov ordered disembarkation. All crew disembarked. Limit switches tested.

15:48 – Lifeboat secured and charge cable attached. 2/E XXX switched on the charger.

15:49 – End of “Abandon ship and launching port lifeboat into the water” drill.

2.3 Lowering and Maneuvering of Free Fall Lifeboat & Rescue boat into the water Drill 自由降落式救生艇和救助艇水上操纵演习

2.3.1 Lowering and Maneuvering of Free Fall Lifeboat into the water Drill 自由降落式救生艇水上操纵演习

1500-Vessel anchored at Barcanera, Brazil anchorage. Conducted Free Fall Lifeboat lowering & maneuvering into the water (part of Abandonship drill). Master asked permission to Barcanera(Mosqueiro VTS) on VHF CH 11 to perform lowering & maneuvering of Free Fall Lifeboat into the water for drill exercises. Permission granted by Mosqueiro VTS.

1502-General emergency alarm sounded followed by public announcement "THIS IS A DRILL"X3 times . To conduct lowering & maneuvering Free Fall Lifeboat into water. All crew mustered, familiarized their duties, checked each life jacket, lights and whistle, checked carrying assigned equipment, explained Free Fall Life Boat, provision and supply and tested communication system. tested Free Fall Lifeboat

1505-C/O carried out checking of each individual lifejacket light & whistle all found in good working condition. then ask everycrew of their respective seat no. & duties during Abandonship, give instructions on how to use radio lifesaving appliance. C/O also explained to the crew the procedures of releasing FFLB by main release and by emergency release C/O discussed to all crew the procedure establish and maintain good communication between the assigned operating crew and the responsible person.

1507-C/O performed all the steps prior starting the FFLB engine followed by Starting of FFLB engine & found in good workingcondition, C/O commenced simulation of freefall launch, main release & emergency release pumped & found both hydraulic jacks in good working condition.

1510-C/O reported that all crew are well familiar with their respective duties & responsibilities during Abandonship & simulation of freefall lowering and maneuvering is accomplished.

1511-Master acknowledged & ordered C/O to proceed to launching & maneuvering of FFLB in water.

1513-C/O ordered the assigned boat crew to lower the embarkation ladder and reported that the FFLB is now lowered in the water, assigned crew are now proceeding to embark the FFLB. Master acknowledge.

1515-Upon boarding the FFLB C/O immediately started the FFLB engine & reported that the lowering hooks are now cleared & the FFLB is waterborne & maneuvering in the water. Master acknowledge.

1520-Master ordered C/O to maneuver the FFLB back to the ship & execute retrieval operation.

1523-C/O reported assigned crew are now attaching the retrieval hooks & the FFLB is now in retrieval position. Master acknowledge.

1526-C/O reported that all boat crew are now back on the ship & ordered bosun to heave-up the FFLB back to its stowagel position. Master acknowledge.

1536-C/O reported to master that the FFLB is now secured back to its stowage position, lowering/retrieval hooks disconnected while power supply & lashing wire connected. Master acknowledged & ordered C/O to proceed to rescue boat station to launch & maneuver rescue boat in the water.

2.3.2 Lowering and Maneuvering of Rescue boat into the water Drill 救助艇水上操纵演习

1538-C/O reported all crew now in rescue boat station & ordered all assigned crew to manned their stations & make ready for launching & maneuvering of rescue boat in the water. Master acknowledge 

1540-C/O reported testing of rescue boat engines & tiller initiated including checking & lowering of embarkation ladder all found in good working condition. Master acknowledges.

14545-Upon receiving confirmation that all assigned crew are ready C/O ordered bosun to lower the rescue boat into the water

1550-C/O reported that the rescue boat is now in the water & rescue boat team are now proceeding to embark the rescue boat. Master acknowledge.

1553-Upon boarding the rescue boat 3ENGR. XXX immediately started the rescue boat engine & C/O detached the rescue boat via release mechanism C/O reported that the rescue boat is now waterborne & commenced maneuvering in the water.

1557-Master relayed to C/O that a distress call was received informing all ships in the vicinity of assuming man overboard about1nm NE from own ships position. Master ordered C/O to render assistance & proceed to the given position & conduct search & rescue.

1558-C/O reported to master to maneuvered the rescue boat & head to the given distance & compass direction to conduct search & rescue operation.

1602-C/O reported that they have now sighted the person in the water & they are now maneuvering to rescue the person.Master acknowledge 

1610-C/O reported that the person is now rescued & rescue boat team is now maneuvering back to the ship.

1615-C/O reported that the rescue boat team is attaching the rescued person in the rescue boat davit & will initiate the 2-method procedure as per plan & procedure for recovery of person from the water. Master acknowledged & relayed the progress to the authorities.

1619-C/O reported that the person is now onboard & medical team is now attending the rescued person. Rescue boat team is now proceeding to embark the ship & will perform recovery of rescue boat.

1626-C/O reported that the rescue boat is now secured back to its stowage position. All assigned crew are now securing all the associated equipment's.

1628-C/O reported to master that launching & maneuvering of R/B in water & Man Overboard Search & Rescue with Train plan and procedure for recovery of persons from water is accomplished & all crew performed well.

1630-Master received the report of C/O & advised to debrief crew before dismissing, Master dismissed the Boat Drills witl satisfactory result.

3. 溢油演习 Oil Spill Drill

3.1 “Oil spill pollution – bunker operation” drill 加油操作溢油演习

16:10 – Emergency alarm sounded
16:12 – Duty C/O XXX reported: “Oil spill overflow on port side”.
16:13 – 1/E XXX informed for the overflow. All manifold valves closed. 16:16 – C/O XXX, 1/E XXX & 2/O XXX reported: “All crew mustered at their stations. Nobody is missing”.
16:17 – C/E XXX reported: “Stopped air intake to accommodation and non-essential air intake to engine room”.
16:18 – Bosun Dimitrov prepared portable pump, brought sawdust, sorbents and permissible solvents. A/B XXX brought buckets, scupper plugs and cement from deck store.
16:20 – O/S XXX brought shovels, scoops and brooms from oil spill locker. O/S XXX brought broom from forecastle store. M/M Kuzmanov brought dispersant and empty 45 gallons drums from oil spill locker. Commenced clean-up procedures.
16:21 – Back-up party D/C XXX and D/T XXX brought foam applicator and foam concentrate.
16:22 – 2/E XXX reduced oil level in relevant tank by dropping oil into an empty tank. 1/E XXX prepared pumps for transfer of oil to other tank. 
16:25 – C/O XXX reported: “Oil spill cleaned”. The residues from cleanup
carefully stowed.
16:28 – End of “Oil spill pollution – bunker operation” drill.

3.2 “Oil spill pollution – bunker tank overflow” drill  燃油舱溢流演习

16:44 – 3/O XXX made initial notification to all vessels on VHF ch.16 that the vessel collided with another vessel. There was not any oil pollution or possibility of such. Keeping continuous VHF watch on the VHF ch.16.
16:46 – Master XXX required shore assistance and sent written notice to Master of other vessel. Designated person Mr. Paul Shields – general manager – operations in Zodiac office contacted and incident reported. Initial office collision notification (a/p Safety manual ch.26 shipboard emergency planning 26.5.1) sent by e-mail.
16:48 C/O XXX reported that no any water found to ingress in WBT’s and cargo holds – all bilges still dry.
16:51 Dead slow astern. Vessel started moving astern.

EMERGENCY DRILL REPORT & SYNOPSIS (SHIP – SHORE DRILL)

Date/Time: 18-Feb-2024 at 1030 Hrs (SMT=GMT+08) 
Geographic Position: 3057N/12234E
Emergency Drill Theme: Stranding / Grounding
Weather Condition: Wind direction North Northerly, Force 2, Sky O’cast, visibility moderate,barometer 1035 hpa, air temperature 08°C and seawater temperature 06° C.

Governing Procedure: SMS Procedure No.: XXX

Actual Situation: On February 18th, 2008 at 1030 hrs local time (Time Zone: GMT + 8 hrs) in position 3057N/12234E, ship anchored off CJK buoy waiting for orders. Current set 135 (T) drift 1.5 knots.

Simulated Drill Scenario Planned By: Master & Chief Officer Simulated Drill Scenario Planned On: 17-Feb-2024

Simulated Drill Scenario: Assumed vessel dragged anchor in the south easterly direction and ran aground on the nearest shallow patch close to Maan Liedao.

Drill Events:
1030 General alarm sounded by Master from the bridge followed by an announcement of “The ship has touched bottom, I repeat, the ship has touched bottom”.
1033 C/O reported all crew mustered at the general muster point with life jackets and immersion suits as instructed.
1034 General announcement made on VHF (Actually no action taken). 1035 Echo sounder switched on (Actually done).
1036 C/O took head count and found all OK.
1037 Missing person was oilier on duty as he was in the engine control room manning the engine room which he informed by phone.
1037 C/O reported same to master on Walkie Talkie.
1038 C/O informed the crew to assume the ship had touched bottom and run aground and act accordingly.
1039 All found reporting to their respective team heads as per duties explained previously in the safety meeting.
1039 3/O and two seamen came on the bridge immediately. Position and weather recorded by 3/O.
1039 Both seamen kept look out on both the wings for oil spillage/ any casualty as instructed by the Master.
1039 Master called the engine room to inform not to use engines under any circumstance to avoid any possible damage to the propeller.
1040 Engine seawater intake changed over to high sea suction (Actually done).
1041 Nearly all of engine staff in the engine room to prepare the vessel for possible maneuvering.
1041 Switched on second radar for good order (Actually done).
1041 Engineers started detailed examination of the engine room for damages (Actually done). Engine cadet started to take oil tank soundings. (Actually done).
1041 3/O reminded Master to display “Vessel Aground” shapes, Master agreed and asked 3/O to exhibit same (Actually no action taken).
1042 Both steering motors switched on (Actually done).
1043 After some time C/E reported that vessel ready to maneuver on emergency grounds (Actually no action taken).
1045 2/O reported that life boat prepared for emergency evacuation.
1045 Painters made fast and boat plugs checked (Actually done). 2/O was supported by the cook and the GS.
1046  2/O on wheelhouse to calculate next high tide for possible re-floating. 1047  Emergency fire pump and deck compressor started. (Actually done).
1048 3/O filled up form OS-0801-PC (Actually done, attached) and same faxed to the company (Actually no action taken).
1050 Master made telephone call to shore casualty response team to inform situation. Also asked to make arrangements for salvage, emergency towage which may be required. (Actually done).
1051 Stranding/Grounding check list XXX filled up (Actually done, attached).
1059 C/O and his team completed search for damage and pollution. Found None. Deck cadet’s sounding in progress. (Actually done to check time required).
1100 C/O and Bosun commenced seaside soundings with lead line (Actually no action taken).
1110 Engine room reported normal. No damages. No water ingress. All watertight openings intact.
1111 Deck reported normal. No Damages. No water ingress. All watertight openings intact. 
1113 Received fax from shore confirming all necessary arrangements made. Waiting for ship’s requisition if necessary. (Actually received from Capt. XXX).
1115 C/O checking arrangements for emergency towing, if necessary to pull out the ship. (Actually checked in deck stores).

1130 Drill called off.

Tests actually carried out:
Steering Gear Low Level Alarm by E/O & 3/O at 1106 hrs. 
Emergency Fire Pump tested by C/E & C/O at 1047 hrs. 
Deck Compressor tested by 3/E at 1047 hrs.
Fwd Fog Horn tested by 3/O at 1130 hrs. 
Navigational lights tested by 3/O at 1041 hrs. 

Main mast all lights tested by 3/O at 1041 hrs.

Table Top Exercise Carried out after Practical Exercise in Ship’s Office:
Purpose of Emergency Technical Assistance Service by class NK – Explained by Master.

Emergency Towage – Explained by C/O.

List of Documents Attached:
Initial contact XXXX.
Stranding / Grounding checklist XXX. 
Log Book entries.
Copy of report to flag state. 
Copy of chart extract. 

Communications.

Master’s Review:

This time the drill was found be faster compared to the last time on 10-Feb-24 when the “collision” drill was held. The staff was found to be well versed with their duties and more oriented. The company’s SMS procedures were followed and found to be well conversant with all possible aspects for the drill and/or emergency.

Other’s Review:

The department of “Spill Prevention Preparedness and Response Program”, Columbia River, USA recommended to create an emergency towing plan, hold an emergency towing drill at least quarterly and that all written emergency procedures are in one folder on bridge. The report was dated 07-Jun-07. This matter would be given thought in the near future. Some useful tips were received form the crew as well.

Emergency Stations:

Bridge Team / Response Team – Master, Third Officer & Seaman - Assist Master, Lookout, Log events, Navigation Safety, Communications and GMDSS procedures. Reporting to owners and other authorities.

Engine Team – Chief Engineer, Third Engineer & Motorman - Respond to engine orders from wheelhouse. Provide all general deck services like water and air. Follow instructions from Master.

On Scene Command Team – Chief Officer, Second Engineer, Electrical Officer, Fitter, Boatswain, Seaman, Motorman - Detailed examination, Inform Master status of damage, temp repairs, Observe for pollution, fire, and any other emergency, Anti pollution measures, preparation for evacuation or helicopter lift, selection of rescue party and preparation of rescue boat for launching & follow instructions.

Emergency Survival and First Aid Team – Second Officer, Cook & Steward - Keep emergency lifeboat ready for immediate launching. Stand by with first aid.

Utility Team – Cadets, Trainee Seamen, Wipers, Ordinary Seaman, Junior Seaman & Any Other Crew Member - All ballast tanks, Fuel Tanks, Void spaces, Cofferdams, Cargo hold bilges, Chain lockers, Cargo holds, Peak stores are to be sounded and reported. Any special requirements which may be required by the Master or any officer during or by the special circumstance of the case.
