My lecture explores the role of the distinction between formal and informal organization, and related concepts, as communicated and reflected by historical actors in the debate about the reform of industrial accident insurance in Austria before WWI. In his narrative fragment Building the Great Wall of China, Prague insurance lawyer Franz Kafka offers an interface to a rich archive of relevant historical documents. Moving back and forth between literature and legal resp. administrative document, I will demonstrate how cutting edge concepts and theorems of our present-day organization theory have been available, either pragmatically or even in a more reflected manner, by the relevant actors of the early Central European social state.
