何为网络安全？
What is cybersecurity?
网络安全是国家安全的一项基本内容，是指采取必要的措施，保护网络系统的硬件、软件及其系统中的数据，不因偶然的或恶意的原因而遭受到破坏、更改、泄露，系统连续可靠正常地运行，网络服务不中断。
Cybersecurity is a basic content of national security, which refers to taking necessary measures to protect the hardware, software and data in the network system from being damaged. Avoid the network from being damaged, changed or leaked due to accidental or malicious reasons, so that the system can run continuously and reliably and normally, and the network service will not be interrupted.
网络安全包括哪些？
网络安全主要四个方面：系统安全、网络信息安全、信息传播安全和信息内容安全。

什么是电信诈骗？
What is telecom fraud?
电信网络诈骗是指通过电话，网络和短信等方式，编造虚假信息，设置骗局，对受害人实施远程、非接触式诈骗，诱使受害人打款或转账的犯罪行为，通常冒充他人及仿冒各种合法外衣和形式或伪造形式以达到欺骗的目的。
Telecom Fraud refers to the criminal act of fabricating false information, setting up scams, carrying out remote and non-contact fraud on the victim, and inducing the victim to transfer money through telephone, Internet and text messages, etc., usually impersonating others and impersonating various legal coats and forms or forged forms to achieve the purpose of deception.
如何避免电信诈骗？
How to avoid being scammed?
1）克服贪利思想，不要轻信麻痹，谨防上当。
2）如果发现不良信息及涉嫌诈骗的网站应及时向公安机关进行举报。
3) 交友要谨慎，避免以感情代替理智。对于熟人或朋友介绍的人，要学会“听其言，查其色，辨其行”，不能言听计从、受其摆布利用。
4) 同学之间要相互沟通、相互帮助。

b.If you find bad information and suspected fraudulent websites, you should report them to the public security authorities in a timely manner.
c.Be cautious in making friends and avoid substituting feelings for reason. For those introduced by acquaintances or friends, we must learn to "listen to their words, check their facial expression, and distinguish their deeds", and cannot listen to others and be taken advantage of by others easily.
d.Students should communicate with each other and help each other.

VPN的全称是Virtual Private Network，它是一种通过在公共网络上创建加密隧道来保证数据传输安全的技术。
VPN stands for Virtual Private Network, and it is a technology that secures data transmission by creating an encrypted tunnel on a public network.
根据《中华人民共和国计算机信息网络国际联网管理暂行规定》第六条：计算机信息网络直接进行国际联网，必须使用邮电部国家公用电信网提供的国际出入口信道。任何单位和个人不得自行建立或者使用其他信道进行国际联网。
According to Article 6 of the "Interim Provisions of the People's Republic of China on the Administration of International Networking of Computer Information Networks", computer information networks must use the international entrance and exit channels provided by the national public telecommunications network of the Ministry of Posts and Telecommunications for direct international networking. No organizations or individual may establish or use other channels for international networking on their own.
“翻墙”的危害有哪些？
What are the dangers of "circumventing the wall"?
1)泄露隐私。发送与接收的数据都会通过提供商的机器，用户的账号密码，甚至一些银行账号信息等个人隐私极易被泄露。
2)造成思想混乱。境外网络和社交媒体上充斥着大量煽动性内容，部分人员政治鉴别力不够，易沦为错误观点的“二传手”、成为境外间谍情报机关的棋子。
3)诱发问题案件。长期“翻墙”上网浏览暴力等有害信息，容易被违法犯罪分子所利用，引诱参与网络赌博、非法借贷、吸毒嫖娼，引发刑事案件和自杀问题。
a.Compromise of privacy. When using "VPN" software, the data sent and received will be easily leaked through the provider's machine, the user's account password, and even some bank account information.
b.Cause confusion in the mind. Overseas networks and social media are filled with a large amount of inflammatory content, and some personnel lack discernment, are infiltrated and bewitched by reactionary ideas, and are easily reduced to "setters" with erroneous views and pawns of foreign espionage and intelligence agencies.
c.Induced problem cases. Long-term "circumvention of the wall" to browse violent, and other harmful information on the Internet is easy to be exploited by lawbreakers and criminals to lure them into participating in online gambling, illegal lending, drug abuse and prostitution, and causing criminal cases and suicide problems.
“翻墙”将受到哪些处罚？
How to punish "circumventing the wall"?
根据《中华人民共和国计算机信息网络国际联网管理暂行规定》第十四条规定：违反本规定第六条规定的，由公安机关责令停止联网，给予警告，可以并处15000元以下的罚款；有违法所得的，没收违法所得。
According to Article 14 of the "Interim Provisions of the People's Republic of China on the Administration of International Networking of Computer Information Networks", anyone who violates the provisions of Articles 6 shall be ordered by the public security organ to stop networking, given a warning, and may be fined up to 15,000 yuan; where there are unlawful gains, the unlawful gains are to be confiscated.

2.不为危害网络安全的活动提供工具及帮助
3.不危害国家安全、荣誉和利益
4.不编造传播虚假信息扰乱经济、社会秩序

6.对危害网络安全的行为及时举报
