赋能青年气候领袖,培养全球化气候人才:第九届模拟联合国气候变化大会谈判活动在北京顺利举行

2024年9月15日至17日,由清华大学环境学院和联合国教科文组织东亚地区办事处共同主办的第九届模拟气候变化大会(MCCCOP9)成功举行。该活动由清华大学环境学院全球环境项目(GEP)和北京一零一中学以及零净未来学生协会承办。活动组织了为期2天的线上培训, 并在清华大学及北京一零一中学两个分会场同时举行了为期3天的模拟谈判。大会共吸引了849名参与者,其中包括来自19个国家的271名青年作为代表参加了模拟谈判。50名大学生和高中生作为志愿者参与了组织工作。代表们通过深入磋商和谈判,成功达成了2份重要的成果文件,分别涉及财政常务委员会的工作计划和全球气候变化公正转型路径。

联合国教科文组织东亚地区办事处主任夏泽翰教授做开幕式致辞。他提到,“联合国教科文组织始终致力于与年轻人携手应对气候危机并为可持续发展做出贡献”,“在多样化的声音中寻找共识是联合国的核心精神”。他鼓励代表们以开放尊重的态度积极交流,深入地了解气候变化问题和全球气候治理机制,共同为应对气候变化贡献青年力量。清华大学环境学院副院长岳东北教授发表了欢迎致辞。他希望学生们能够通过这次活动提高自己的专业素质,加深对全球性问题的了解,增强作为年轻一代的责任感,努力成为具有国际化视野的优秀人才,并承担起推动中国生态文明建设和未来全球社会可持续发展的重要任务。

北京一零一中学国际部校长助理蔡蕾女士在开幕致辞中表示,气候变化是全世界共同面临的挑战,每个国家在全球气候治理中都扮演着独特的角色。她希望年轻的代表们能够珍惜这次机会,深刻理解气候变化的紧迫性,并共同努力应对气候变化带来的挑战。北京一零一中学已经联合承办了两次MCCCOP相关活动,这些活动吸引了更多中学甚至小学学生的参与。

出席大会开幕式的嘉宾还有清华大学秀钟学院常务副院长刘建国教授,国家气候变化战略和国际合作中心寿欢涛女士及联合国教科文组织东亚地区办事处项目顾问李黎博士、良食基金食物政策官员欧阳惠雨、新素食集团CEO高松、小蛙植饮创始人杨朝晖、轻蔬创始人兼中国十大烹饪大师之一聂敬军、北京塑答信息科技有限公司创始人李佳、抱朴再生客户总监欧晓明也出席了开幕式。

此次大会遵循联合国气候变化框架公约(UNFCCC)的缔约方会议议程,通过全体会议、工作组会议、双边磋商等多种形式,力求真实再现气候公约的谈判流程。在本届大会上,参与者综合运用气候变化、国际关系等领域的专业知识就公正转型途径的工作方案(Work programme on just transition pathways, JTWP)与关于财政常务委员会的若干问题(Matters relating to the Standing Committee on Finance, SCF)两大议题进行谈判,跟踪国际气候谈判的最新进展,学习国际治理机制的运作流程,并锻炼了英语表达、沟通协商等能力。大会的组织者亦能在会前培训、主持谈判、宣传推广等环节中,锻炼自身的协调与组织能力。

在活动期间,六个集团队伍组织了一系列丰富有趣的活动,包括边会、冰川沙龙和以气候为主题的棋盘游戏。在边会中,六个小组团队设计了有趣的活动,如环保知识问答和大富翁游戏,帮助代表们更深入地了解不同群体的气候立场。此外,“水滴石穿”和“二氧化碳浓度变化”等独特环节也提醒人们气候变化的紧迫性。通过观众投票,欧盟、伞形集团和小岛屿国家联盟在边会活动中获得了最佳展览奖。

此次大会还特别组织了冰川沙龙,旨在唤起青少年对冰川的保护意识。来自极地未来的杜晓通老师发表了题为“冰冻圈的气候行动- ‘我们不能与冰的熔点进行谈判’”的演讲,分享了与冰川相关的国际气候行动信息。清华大学山野协会还给现场展示了一部关于冰川研究的引人入胜的科考纪录片。通过直观的影像资料,让与会代表们更加深刻地感受到了冰川融化的严重现实,唤起了青年们对环境保护的紧迫感和行动意识。

联合国教科文组织鼓励青年发挥社会责任感与能动性。来自北京市101中学的学生,担任此次活动分会场秘书长陆知行说道:“这次经历让我深受触动,真切感受到了青少年群体对气候变化议题的热情和投入。从我们高中生团队的筹备,到代表们大会上的积极发言,再到展览中的大家的创意,每个环节都令人难忘。这也让我更加坚定了:在应对气候变化时,青少年的责任和活力绝对是不可或缺的力量”。

本次活动很青年参与者留下非常美好的体验。主会场最佳代表舒欣说:“本次模拟气候谈判我觉得主席团学术功底非常扎实,给代表们带来了高质量且高度还原的模拟谈判体验。另外,本次活动的会务服务做的非常到位,整体参会体验很不错”。

主会场的法国代表,来自清华大学的胡允澈同学说到“在作为代表的几天中,我能感受到本次MCCCOP9是组织非常完善的,并且具有很高的学术性。能够在会期中和对气候变化议题密切关注的伙伴一起讨论国际前沿的气候融资与公正转型问题,对我来说是一个难得的提升气候谈判认知的机会,也是一段非常难忘的经历”。

联合国教科文组织一直致力于激励青年在全球气候变化治理中扮演重要角色,并发挥他们的积极影响。得益于梅赛德斯-奔驰星愿基金的大力支持,联合国教科文组织东亚地区办事处与清华大学联合推出了助力青少年气候变化行动系列活动,该活动旨在激励青少年积极参与气候变化的减缓和适应工作,通过精心设计和实施面向青少年的气候变化教育项目,推广跨学科气候知识的交流和科学合作,这些活动鼓励年轻人提出创新的解决方案来应对气候变化的挑战。此外,项目还通过保护自然遗产和在自然保护区内开展科学研究及自然教育活动,传播了人与自然和谐共处的理念。


模拟气候变化缔约方大会(MCCCOP)活动提供了一个模拟国际气候变化谈判的平台,从而培养年轻人的全球视野、领导力和沟通技巧。它还增强了他们对气候变化问题的理解,激发了创新思维和行动,并在未来为可持续发展和环境保护培养全球公民的责任感。在2023年和2024年举办的MCCCOP 8和MCCCOP 9中,共有超过1600名年轻学生参与,其中有800多名参与者亲自到场。

随着第29届缔约方大会(COP29)在阿塞拜疆巴库的召开,联合国教科文组织东亚地区办事处将继续与青年伙伴合作,开展一系列活动,以倡导教育在全球气候行动讨论中发挥关键作用。



To empower the young climate leaders and clavellate with global perspectives: The 9th Model Climate Change Conference of Parties was successfully held in Beijing


From 15-17 September 2024, the 9th Model Climate Change Conference of Parties (MCCCOP9) was successfully co-organized by the School of Environment at Tsinghua University and the UNESCO Regional Office for East Asia. The event was graciously hosted by the Global Environment Program (GEP) of Tsinghua University, Beijing 101 Middle School and the Student Association on Net-Zero Future.

Spanning a 2-day online training and a 3-day on-site mock negotiation held simultaneously at two sub-venues—Tsinghua University and Beijing 101 Middle School—the conference drew a total of 849 participants. Among them, 271 young individuals from 19 countries were selected as representatives for the mock negotiations, with 50 high school and university students volunteering their time and efforts in the organizational aspects.

Through rigorous consultations and negotiations, the representatives successfully drafted two significant outcome documents, addressing the work plans for the Financial Standing Committee and charting global pathways for a just transition in climate change. The main venue was enlivened by side events, salons, and climate-themed board game workshops, while the sub-venues showcased climate exhibitions and climate riddle activities, adding further diversity to the conference's offerings.

Professor Shahbaz Khan, Director of the UNESCO Regional Office for East Asia, delivered the opening remarks at the ceremony. He stated, "UNESCO commits to collaborate with young people to tackle the climate crisis and foster sustainable development." He emphasized that "finding consensus through the diverse voices is the core spirit of the United Nations." He encouraged the delegates to engage in open and respectful communication, to deeply comprehend the issues surrounding climate change, and to contribute their responsibility and global perspective to the fight against it.

Professor Yue Dongbei, Deputy Dean of Tsinghua University's School of Environment, extended a warm welcome and expressed his hope that participants would enhance their professional skills, deepen their understanding of global issues, and strengthen their sense of responsibility as the younger generation. He urged them to aspire to become internationally-minded talents and to take on the significant tasks of advancing China's ecological civilization and the sustainable development of future global society.

Assistant Principal Ms. Cai Lei of the International Division of Beijing 101 Middle School highlighted that climate change is a universal challenge, with each country playing a distinct role in global climate governance. She hoped that the young representatives would value this opportunity, internalize the urgency of climate change, and collaboratively address the challenges it presents. She noted that Beijing 101 Middle School has co-hosted two MCCCOP events, sparking interest among secondary and even primary school students.

The opening ceremony was also attended by Professor Liu Jianguo, Deputy Dean of Tsinghua University Xiuzhong College, Ms. Shou Huantao from the National Center for Climate Change Strategy and International Cooperation, Dr. Li Li, Consultant for Natural Sciences Sector of UNESCO Regional Office for East Asia, and representatives from supporting organizations.

The Model United Nations Climate Change Conference (MCCCOP) adheres to the agenda of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), striving to authentically replicate the negotiation process of the climate convention through plenary meetings, working group sessions, and bilateral consultations. Participants applied their expertise in climate change and international relations to negotiate on key issues such as the Work programme on just transition pathways (JTWP) and Matters relating to the Standing Committee on Finance (SCF). They kept focusing the latest developments in international climate negotiations, learned about the international governance mechanisms, and refined their English expression, communication, and negotiation skills. Conference organizers also honed their coordination and organizational skills through pre-conference training, negotiation hosting, and promotional activities.

Throughout the event, students also organized a variety of enriching and entertaining side events, including glacier salons, and climate-themed board games. The groups crafted engaging activities such as environmental knowledge quizzes and Climate Change Monopoly, enhancing delegates' understanding of different groups' climate positions. Unique features like "Water Dropping and Ice Melting" and "Changes in Carbon Dioxide Concentration" underscored the urgency of climate change. The European Union, The Umbrella Group, and Alliance of Small Island States were awarded the Best Exhibition Award for side events through audience voting.

The conference also featured a glacier salon aimed at raising awareness among young people about the importance of glacier conservation. Mr. Du from Polar Future presented a lecture titled "Climate Action in the Cryosphere - 'We Cannot Negotiate with the Melting Point of Ice'," sharing insights into international climate actions related to glaciers. Moreover, the Mountain Association showcased a compelling documentary on glacier research, vividly illustrating the severity of glacier melting and awakening a sense of urgency and environmental awareness.

UNESCO commits to work with and work by youth. This activity was mainly organized by a group of young pioneers with global perspective and social responsibility. The main organizer of the Branch venue, Ms Lu Zhixing also a student from Beijing 101, she said “Hosting the MCOP9 branch-venue profoundly impacted me, immersing me in the dedication of youth in addressing climate change. Every aspect of this conference was memorable - from our high school team's meticulous preparations to the delegates' engaging speeches, and the innovative ideas showcased in the exhibition. This reinforced my conviction that in tackling climate change, the responsibility and energy of youth are truly indispensable”.

Ms Shu Xin, the best delegate from the main venue of MCCCOP 9 expressed his feeling after the event: “I was thoroughly impressed with the MCCCOP Bureau’s strong academic credentials during MCCCOP 9, which provided the delegates with a high-quality and authentic simulation experience. Moreover, the event’s organizational services were impeccable, making for an excellent overall participation experience”

Delegate for French also a student from Tsinghua University, Hu Yunche expressed his view about this event “During the days as a delegate, I could feel that MCCCOP9 was well-organized and highly academic. Being able to discuss international cutting-edge climate financing and fair transition issues with partners who closely follow climate change issues during the conference is a rare opportunity for me to enhance my understanding of climate negotiations and a very unforgettable experience”.

What we do in Water Sciences


UNESCO has always been committed to inspiring youth to play a significant role in global climate change governance and to exert their positive influence. With the strong support of the Mercedes-Benz Star Fund, UNESCO Regional Office for East Asia and Tsinghua University have launched a series of activities to accelerate youth climate change action. These activities aim to motivate young people to actively participate in the mitigation and adaptation of climate change. By carefully designing and implementing climate change education projects targeted at young people, and promoting interdisciplinary climate knowledge exchange and scientific cooperation, these activities encourage young people to propose innovative solutions to address the challenges of climate change. In addition, the project also promotes the concept of harmonious coexistence between humans and nature through the protection of natural heritage and the development of scientific research and nature education activities within nature reserves.


Model Climate Change Conference of Parties (MCCCOP) activity provides a platform to simulate international climate change negotiations, thereby cultivating a global perspective, leadership, and communication skills among young people. It also enhances their understanding of climate change issues, stimulates innovative thinking and action, and fosters a sense of responsibility in global citizens for sustainable development and environmental protection in the future. There were more than 1600 young students engages in MCCCOP 8 and MCCCOP 9 which were held at Tsinghua University and Beijing 101 Middle School in 2023 and 2024 and over 800 participates attended in person.

With the convening of the 29th Conference of the Parties (COP29) in Baku, Azerbaijan, this project will continue to cooperate with young partners to carry out a series of activities, advocating for education to play a key role in global climate action discussions.
