联合国教科文组织东亚地区办事处与亚太地区非物质文化遗产国际研究中心(IRCI)在灾害风险综合研究2024国际会议(IRDR International Conference 2024)上联合举办了“加强文化在灾害风险减少中的作用”专题分会。会议探讨了文化在灾害风险减少(DRR)中的关键作用,以及如何将文化因素有效融入DRR相关政策和实践的策略。

在90分钟会议中,七位来自文化和DRR领域的专家深入讨论了文化遗产在灾害中的双重角色,既审视了其在社会和经济层面的脆弱性,也探讨了文化在社区恢复和重建中作为力量源泉的潜力。专家们还强调了数字技术和博物馆在灾害准备、响应和恢复过程中可以发挥的重要作用。会议强调了文化与DRR之间的相互作用,并倡导在地方、区域和国家层面的政策制定中纳入文化考量,推动不同利益相关者之间的合作。
因为文化的作用在灾害中常常被忽视,此次会议为DRR领域打开了新的视角。与会专家和代表呼吁制定更具包容性的灾害管理策略,充分考虑文化在灾害中的风险和作用。同时与会人员还强调了加强跨部门合作的必要性,以确保社区不仅能够抵御灾害,而且能够从灾害中变得更强大、更具韧性。

UNESCO Advocates for Culture at Disaster Risks Reduction Conference
UNESCO Regional Office for East Asia and the International Research Centre for Intangible Cultural Heritage in the Asia-Pacific Region (IRCI) organized the session “Enhancing the Role of Culture in Disaster Risk Reduction” at the IRDR 2024 International Conference and 2024 World Science and Technology Development Forum Thematic session VI. The session explored the critical role of culture in disaster risks reduction (DRR) and strategies for integrating cultural aspects into DRR policies and practices.
During this 90-minute session, seven experts coming from both culture and DRR fields discussed the dual role of cultural heritage in disasters, examining its vulnerabilities in social and economic terms, as well as its potential as a source of strength for community recovery and reconstruction. They also emphasized the significance of digital technologies and museums can play an important role in disaster preparedness, response, and recovery processes. The session underscored the interplay between culture and DRR, advocating for the inclusion of cultural considerations in policy development at local, regional, and national levels, and fostering collaboration among different stakeholders.
Participants recognized that the session provided fresh insights into DRR, as culture is often overlooked during disasters. The speakers and participants called for the development of more inclusive disaster management strategies that consider the roles and risks of culture. They also stressed the need for enhanced cross-sector collaboration to ensure that the communities can not only withstand disasters but also emerge from them stronger and more resilient.
