中国传媒大学党委副书记蔺海波在开幕致辞中表示，作为国家“双一流”建设高校，中国传媒大学积极参与人工智能时代的无障碍建设，打造了包括“无障碍传播”在内的“五位一体”的传播矩阵，为发展更畅通的无障碍传播、建设更包容的无障碍环境贡献中国智慧、中国方案、中国力量。

联合国教科文组织东亚地区办事处主任兼代表夏泽翰教授在视频信息中赞扬了中国传媒大学的“光明影院”和“光明博物馆”项目，指出这与联合国教科文组织促进信息和知识平等获取的使命相一致。夏教授强调了联合国教科文组织在倡导AI技术的伦理发展和负责任应用方面的重要性。他指出：“在人工智能时代，联合国教科文组织一直站在确保人工智能技术符合伦理与负责任开发使用的前沿。我们致力于缩小数字鸿沟，确保每个人都能平等享受技术带来的便利。”他的讲话还强调了全球合作的重要性和共同责任，以利用AI促进社会的进步，特别是在弥合有技术获取和没有技术获取的人之间的差距方面。

研讨会展示了中国传媒大学“光明影院”团队制作的中文和英文无障碍电影片段，向国际社会提出建设残障包容性社会的中国方案。
来自中国科学技术信息研究所（ISTIC）、联合国教科文组织“全民信息计划”工作组、听见科技、故宫博物院以及中国传媒大学的主旨发言人，分享了来自学术界、信息技术行业和文化服务的见解。讨论范围从无障碍社区的媒体使用、全民信息计划、智能语音技术开发，到中国视障人士的文化信息服务、“光明影院”公益项目和无障碍博物馆的数字化，突出了“AI赋能无障碍通信”的潜力。

Seminar on AI-Powered Accessibility: Redefining Digital Inclusion Held in Beijing

Beijing, 25 September 2024 – UNESCO and the Communication University of China (CUC) co-organized a Seminar on 25 September 2024, in celebration of CUC’s 70th Anniversary. This Seminar, titled “AI-Powered Accessibility: Redefining Digital Inclusion,” sought to explore how digital technology can enhance information accessibility and offer innovative solutions and service models for global information accessibility and digital inclusion. At the seminar, experts and scholars from around the world discussed their research and practices on AI-powered accessibility and the creation of a digitally inclusive society.
In his opening speech, Prof. Lin Haibo, Vice President of CUC, said in his opening speech that as a university included in the “double world-class project,” CUC has been very active in the construction of universal accessibility in the era of artificial intelligence, and has built a “five-in-one” communication matrix which includes information accessibility. He said the university has contributed its part of Chinese wisdom and strength to the development of smoother barrier-free communication and the construction of a more inclusive environment.

Prof. Shahbaz Khan, Director and Representative of UNESCO's Regional Office for East Asia, commended CUC's "Guangming Cinema" and "Guangming Museum" project in a video message, noting its alignment with UNESCO's mission to promote equal access to information and knowledge. Prof. Khan underscored the importance of UNESCO's role in advocating for the ethical development and responsible application of AI technologies. He stated, “In the age of Artificial Intelligence, UNESCO is at the forefront of ensuring that technologies are developed ethically and used responsibly. We are committed to bridging the digital divide and ensuring that everyone has equal access to the benefits of technologies”. His remarks also highlighted the significance of global cooperation and the shared responsibility to harness AI for the betterment of society, particularly in the context of bridging the gap between those with access to technology and those without.

The seminar showcased barrier-free movie clips in Chinese and English by CUC's "Guangming Cinema" team, presenting a Chinese proposal for a disability-inclusive society to the international community.
Keynote speakers from the Institute of Scientific and Technical Information of China (ISTIC), UNESCO IFAP Working Group, iFLYTEK, the Palace Museum, and CUC, shared insights from academia, the information technology industry, and cultural services. Discussions ranged from media use by the accessibility community, IFAP, intelligent voice technology development, to cultural information services for the visually impaired in China, the "Guangming Cinema" public welfare project, and the digitalization of accessible museums, highlighting the potential of "AI empowering accessible communication."
Cordel Green, the Vice-Chairman of UNESCO-IFAP and Chairman of the IFAP Working Group on Information Accessibility, encouraged the use of AI in a video message, stating, “The more we all know about AI, the more we can actively shape its development, and use it for the good of society”.

HU Xianhong, Programme Specialist at the UNESCO IFAP Secretariat, shared her work on AI, accessibility, and digital inclusion, outlining IFAP's establishment and its efforts to promote digital inclusion. She emphasized IFAP's goal of ensuring equal access and content creation for all users, including women, girls, people in least developed countries, rural areas, and those with disabilities, in the digital and AI era.

ZENG Qingyi, National Professional Officer for Communication and Information Sector at UNESCO's Regional Office for East Asia, concluded the seminar, encouraging collaboration to innovate and explore AI technology's potential, leverage its value, and strengthen AI governance to promote an upward and good technological direction. She called for a collective effort to empower accessible information dissemination with AI and build a more inclusive, equal, and open society.
