加拿大对中国电动汽车与钢铝产品加征高额关税

On August 26, 2024, the Canadian government announced plans to impose high tariffs on electric vehicles and steel-aluminum products imported from China.
Electric Vehicle Tariffs Double
According to Canadian Prime Minister Justin Trudeau, starting October 1, 2024, all electric vehicles imported from China will be subject to an additional 100% tariff. This rate is an additional charge on top of the existing 6.1% tariff and applies to electric and some hybrid passenger cars, trucks, buses, and multipurpose vehicles.
Trudeau stated, "China is not playing by the same rules, so we must take action." However, he did not clarify whether this new tariff would apply to multinational companies like Tesla, which manufactures electric vehicles in China. Following this announcement, Tesla's stock price fell by more than 3%.
Although the market share of Chinese electric vehicles in Canada is relatively small and primarily relies on vehicles produced by Tesla's Shanghai factory, this decision has garnered widespread attention. Expert Cui Fan noted that Canada’s move seems more aligned with supporting U.S. efforts to promote manufacturing reshoring and "nearshoring," with limited impact on protecting Canada’s domestic industry.
Hu Yi further commented that the reasons for Canada's tariff increase are insufficient, stating that the claims of "China's excess capacity in electric vehicles" and "weakening the competitiveness of Canada’s electric vehicle industry" lack factual basis. She believes this measure will have a limited impact on Chinese electric vehicle companies overall and predicts that Canada may follow the European Union’s example by reducing tariffs on Tesla vehicles produced in China.
Steel and Aluminum Tariffs Also Increase
In addition to the electric vehicle tariffs, Canada announced that starting October 15, 2024, it would impose a 25% tariff on steel and aluminum products imported from China. Hu Yi believes this may only be the beginning of Canada’s tariff increases on Chinese goods, potentially expanding to include batteries, semiconductors, photovoltaic products, and other key items.
She warned that these products involve larger trade volumes and affect more Chinese companies, necessitating close monitoring of whether Canada’s unilateral trade frictions with China might escalate further.
