CCCEU Statement on EU Member States Voted in Favour of Anti-Subsidy Tariffs on Chinese EVs
October 4, 2024, Brussels
The China Chamber of Commerce to the EU (CCCEU) noted that on October 4, 2024, EU member states voted on the definitive measures of the anti-subsidy investigation against Chinese electric vehicles (EVs). With 12 member states abstaining, 5 opposing, and 10 in favor, the European Commission is now authorized to impose steep anti-subsidy duties on EVs imported from China for five years. The CCCEU expresses deep disappointment with this voting outcome and is strongly dissatisfied with the EU's adoption of protectionist trade measures.
In parallel, the Chamber observed that negotiation teams from China and the EU remain actively engaged in discussions, striving to find viable solutions. Therefore, we strongly encourage the EU to approach the final measures with caution, delay the implementation of these tariffs, and prioritize resolving disputes and trade tensions through consultations and dialogue.
The Chamber reiterates that the EU's anti-subsidy investigation into Chinese electric vehicles is a politically motivated and unjustified protectionist measure. China's competitive advantage in EVs is not due to subsidies but rather to a robust supply chain, developed through intense market competition. Imposing high anti-subsidy duties will not only harm Chinese enterprises but also disrupt the operations of European and global companies manufacturing EVs in China.
Such tariffs will not strengthen the resilience of local industries in Europe or other markets; instead, they risk deterring Chinese investments, undermining the competitiveness of the European market, and diminishing the vitality of the global EV supply chain.
The CCCEU will closely monitor the ongoing negotiations and hopes that the EU will advocate for multilateralism and free trade within the green economy. We look forward to China and the EU reaching a constructive solution through dialogue and consultations at the earliest opportunity.
