The Shenzhen Science and Technology Innovation Bureau and the Guangzhou Science and Technology Innovation Bureau have separately issued announcements lowering the minimum salary requirements for recognition as Category A High-Level Foreign Talent and Category B Professional Foreign Talent in both cities.
The new minimum salary requirement for Category A High-Level Foreign Talent is RMB 55,002 per month, reduced from the previous requirement of RMB 62,694 per month.
The new minimum salary requirement for Category B Professional Foreign Talent is RMB 36,668 per month, reduced from the previous requirement of RMB 41,796 per month.
To All Relevant Units:
In accordance with the Notice on Fully Implementing the Foreigner Work Permit System in China (Document No. 40 [2017], issued by the State Administration of Foreign Experts Affairs, Ministry of Human Resources and Social Security, Ministry of Foreign Affairs, and Ministry of Public Security), foreign talent with an average salary of no less than six times the local average social wage for the previous year can be recognized as High-Level Foreign Talent (Category A). Foreign talent with an average salary of no less than four times the local average social wage for the previous year can be recognized as Professional Foreign Talent (Category B).
Following the Notice on Piloting Standards for Recognizing High-Level Foreign Talent in Shenzhen (Document No. 182 [2022], issued by the General Office of the Ministry of Science and Technology and the General Office of the Ministry of Human Resources and Social Security) and the Notice on Issuing the Implementation Plan for Pilot Programs to Facilitate Foreigners Working in Guangdong Province (Document No. 219 [2024], issued by the Guangdong Provincial Department of Science and Technology), Shenzhen has further expanded the recognition criteria for High-Level Foreign Talent (Category A) and Professional Foreign Talent (Category B). According to the relevant documents, foreign talent with an average salary of no less than six times the average wage of urban employees in all sectors in the local area for the previous year can meet the criteria for recognition as High-Level Foreign Talent (Category A). Consequently, the salary calculation standard for foreigner work permits in Shenzhen will now be based on the “average wage of urban employees in all sectors in the local area for the previous year.”
According to the Notice on Issues Related to the Monthly Average Wage of Urban Employees in All Sectors in Guangdong Province for 2023 and the Upper and Lower Limits of Basic Pension Insurance Contribution Bases for 2024 (Document No. 33 [2024], issued by the Guangdong Provincial Department of Human Resources and Social Security, Guangdong Provincial Department of Finance, Guangdong Provincial Taxation Bureau of the State Administration of Taxation, and Guangdong Provincial Bureau of Statistics), the average monthly wage of urban employees in all sectors in Guangdong Province for 2023 is RMB 9,167.
Therefore, effective from the date of this notice, the salary calculation standard for foreigner work permits in Shenzhen will be RMB 110,004 per year (RMB 9,167 per month).
