On Monday, China announced new lists of infectious diseases for which border quarantine and prevention measures are authorized, aiming to quickly contain their spread. The lists were issued in a notice by the National Administration of Disease Control and Prevention (NADCP) and the General Administration of Customs.
The first list includes diseases subject to border quarantine, such as plague, cholera, yellow fever, Ebola, and other highly contagious and potentially fatal illnesses. Customs officials will be authorized to implement on-site prevention measures for confirmed or suspected cases. These individuals will be transferred to designated hospitals for isolation, treatment, or medical observation, with local disease control authorities notified accordingly.
The second list contains 26 diseases under close monitoring, including COVID-19, HIV/AIDS, measles, and mpox. For these illnesses, customs will advise travelers suspected of being infected to visit hospitals for screening, and local hospitals will prioritize their care.
These measures, which will take effect on Wednesday, follow an amendment to the Law on Frontier Health and Quarantine passed in late June. The amendment mandates the creation of disease lists to identify infections among cross-border travelers, facilitate medical services, and implement necessary control measures.
In a statement, the NADCP emphasized that early surveillance at entry points would play a crucial role in detecting and preventing the spread of epidemics. The administration also noted that the selected diseases were chosen to balance effective disease control with the smooth facilitation of customs procedures.
The NADCP further clarified that aside from noninvasive actions like thermal scanning and medical patrols, additional measures such as epidemiological investigations would only be applied to a small group of travelers who show abnormal symptoms, rather than the entire incoming population.
To enhance quarantine processes, customs authorities have upgraded procedures and are implementing advanced smart quarantine tools to boost efficiency. The NADCP also highlighted ongoing efforts to improve communication and cooperation among customs, disease control, and health authorities. This includes better information-sharing on infections at ports of entry, as well as increased training for public health and medical staff.
Authorities will continue to coordinate quarantine measures, medical screenings, and domestic inspections to ensure prompt treatment for patients and prevent the spread of pathogens. Travelers are also reminded to report any symptoms, such as fever, coughing, or difficulty breathing, to customs if they suspect they may be infected with a listed disease.
