中国克制应对菲律宾仁爱礁“坐滩”

China’s Restrained Response to the Philippines’ Running Aground on Second Thomas Shoal



菲律宾军舰在仁爱礁“坐滩”后,中方第一时间向菲方表示“强烈反对”,多次向菲方交涉,要求菲律宾拖走“坐滩”军舰。尽管菲方极尽推诿、反复变换立场,中方出于人道主义考虑,允许菲方在约定条件下为驻守人员提供必要补给。同时,为防止菲律宾进一步改变现状,中方长期在仁爱礁海域保持着海监、渔政和海警等执法力量,以警戒现场态势。


After the ship was run agroundon Second Thomas Shoal, China immediately expressed strong opposition and repeatedly made representations to the Philippine side to tow the grounded ship. Despite the Philippines’ prevarication, China continues to permit the deliveries of necessary supplies to the stationed personnel under agreed conditions, based on humanitarian considerations. Meanwhile, in case the Philippines challenges the current situation further, China has long maintained law enforcement forces such as Maritime Supervision, Fishery Administration, and the Coast Guard in the waters of Second Thomas Shoal to guard the field situation.


一个基本的事实,如果中方要阻止菲律宾进行日常补给,菲律宾“坐滩”军舰上的陆战队力量不可能坚持24年。


A basic fact is that if China wanted to prevent the Philippines from conducting supplies operations, it would be impossible for the Marines stationed on thegrounded ship to have persisted for 24 years, exhibiting China’s continuous actual control of the area.


新的问题是,近年来,菲律宾不仅不拖走“坐滩”军舰,反而借机向仁爱礁运载远远超出人道主义补给范畴的建筑材料及其他物资,试图把“坐滩”行为转化为对岛礁的实际占领,致使中国被迫采取必要应对措施。


The emerging issue is that in recent years, the Philippines has not only kept the grounded ship onSecond Thomas Shoal, but also taken the opportunity to transport construction materials and other supplies far beyond the humanitarian supplies needed. Instead, the Philippines has attempted to convert the grounding into actual occupation of the reef. Hence, China is forced to take necessary countermeasures to protect its lawful rights and interests.


特别是今年以来,菲律宾以人员轮换和运送生活物资为名,持续夹带大量建筑物资上舰。例如2023年2月6日,菲律宾海警船未经中方允许,擅自闯入仁爱礁附近海域。8月5日,菲律宾不顾中方一再劝阻和警告,仍执意派出2艘船只擅自闯入仁爱礁海域,企图向非法“坐滩”军舰运送用于维修加固的建筑物资。中国海警船依法予以拦阻,并采取了警示性执法措施,在多次喊话警告无效的情况下,为避免直接拦阻出现碰撞,使用水炮实施警示,现场操作专业、克制。然而菲律宾把这两次事件冠以“激光照射”和“水炮攻击”,大肆进行舆论炒作,引发形势升温。


Of special interest under these circumstances, the Philippines has continued to deliver a large amount of construction materials to the ship under the pretext of personnel rotation and transportation of daily necessities this year. For example, on February 6th, the vessels of the Philippine Coast Guard entered the waters near Second Thomas Shoal without seeking China’s permission to deliver such materials. On August 5th, despite repeated dissuasions and warnings from China, the Philippines insisted on sending two ships to presumptuously enter the waters, aiming at transporting construction materials for repair and reinforcement to the illegally grounded ship. China Coast Guard blocked them under law and continued agreement concerning the delivery of humanitarian supplies only, and took warning enforcement measures when the Philippines persisted. After multiple warnings proved invalid, water cannon were used to implement warnings while avoiding collisions out of direct interception. The operation was professional and restrained. However, the Philippines distorted these two events as “laser irradiation” and “water cannon attacks”, hyping public opinion and escalating the tension.


中方多次表示,中国遵守DOC“不在现无人居住的岛礁等地物上采取居住的行动”的相关规定,只是希望“仁爱礁恢复无人无设施的自然原状”,菲方所谓的“中国胁迫”不符合逻辑,是其进一步改变现状的托辞。


China has reiterated publicly that China has no intention of occupyingSecond Thomas Shoal, but only hopes that the shoal can be restored to its natural state. The “China coercion” claimed by the Philippines is both illogical and a pretext for the continued Philippines attempt to change the status quo further.
