本期分享一下2024年第三季度东京、巴黎备忘录部分国家PSC缺陷总结与梳理，从PSC检查的缺陷来看，各个港检查各有侧重，为方便各位航友阅读，小海哥对各条缺陷做简单直译，内容仅供航友学习与参考，希望对各位航友有一定的参考价值。第一、二季度东京、巴黎备忘录PSC检查缺陷，请点查看往期文章。

30 Sulfur contents for fuel oil on board analysis results is 2.83%
30 Air cylinder for lifeboat air supply system found pressure zero.
30 OWS unable to install the working pressure.
17 Warning not actived for VDR when battery not connected
17 Fire alarm has actived on fire alarm panel.
17 Self closing fire door to steering gear room found deformed
17 The sensor of cargo tank overflow alarm defective
17 Sensor of no.1 & No.2 D/G exhaust gas temperature defective
17 The interlock of ash door of incinerator defective
17 Record of work and rest hour of Jun-2024 only in computer not confirmed by crew
17 Indicator light for no.1 steering gear stop running in bridge found unlit
发现驾驶台1号舵机停止运转指示灯不亮。

30 The cleats and clamping devices of every cargo hold fore and aft, unsecured during current voyage
30 Numerous turnbuckles for lashing containers not secured
17 The fire damper of galley cannot closed from remote position.
17 Self closing cocks on sounding pipe in E/R dismantled and replaced by screw down valves.
17 Low pressure and high temperature alarms of jacket cooling water inlet cut off since 19 July 2024.

17 The midship indicator switch of steering gear malfunction
30 A class fire door to stairway at main deck holed and its frame detached. And the frame of the fire A class door leading to workshop where generators are located partly damaged
30 The water mist extinguishing system in E.R malfuction in auto mode which is evidenced by no water spraying out from nozzles above both purifier and boiler.
17 135L fire extinguisher and one portable dry powder extinguisher nearby the boiler have not been inspected since Jan.2024

1.德国
48 (Propulsion main engine) SMS Failure to report to the flag state of local authority to No.1 M/E failure.
48 (ISM) Blower is out of oder and temporary air supply.
99 (Sewage treatment) The port arrived without official authorites reporting for ME and sewage treatment.
17 (ISM) Safety management audit by the Administration is required before departure of the ship. Defiiencies marked ISM are objective evidence of a serious failure, or lack of effectiveness, of implementation of the ISM Code.
17 (Fire doors/openings in fire-resisting divisions) Some fire doors not closing on accommodation area.
17 (Means of escape) Emergency exit not opened on mooring station to passageway.
17 (Electrical installations in general) Electric junction box poor condition. (Not close, dis connection, damaged, missing)
17 (Electrical installations in general) One window wiper motor missing for bridge window on middle section.
17 (On board traning and instructions) SMS failure (Crew found unable to perform the pressure test.)
17 (Sewage treatment plant) Sewage treatment plant discharge pump operating failure.

99 (Ballast Water Record Book) Entries in Ballast Water record Book not acc. regulations. pages not completely filled.
17 (Propulsion main engine) No.1 M/E with fuel leakage on fuel pump, No.2 M/E exhaust gas leakage on gas pipe.
17 (Fire doors/openings in fire-resisting divisions) Fire door not closing on bow thruser door.

17 (Machinery) The store compressor with oil leak. Sea water No.3 pump with abnotmal noise.
17 (Fire detection and alarm system) Smoke detector on AE 2 not property installed only one with screw and duct tape.
17 (Gauges,themometers, etc) Several gauges property installed (lose) and not readable (painted).
17 (Steam pipe, pressure pipes, wires, insulation) Many insulations of steam line and HFO lines in the purifire room are incompleted or damaged.
17 (Emergency fire pump and its pipes) Emergency fire pump needs a long time (more than 5 min) to built up required pressure. To be investigated by R.O.
17 (Ballast, fuel and other tanks) ER cooling water tanks can not be heated and transferred to sludge tank. Tanks to be cleaned.
