2018年，中共中央做出支持海南全岛建设自由贸易港的重大决策；2020年，中共中央、国务院颁发《海南自由贸易港建设总体方案》；2021年，全国人大制定实施《海南自由贸易港法》；2025年底，海南自由贸易港将封关运作。
金杜律师事务所紧跟国家的战略部署，在已运作多年的三亚分所基础上，2019年设立了海口分所，并发动金杜境内外律师积极参与自贸港法律政策研究工作，组建了海南自贸港法研究团队。近些年来，受国家有关部门委托，金杜先后参与了《海南自由贸易港建设总体方案》《海南自由贸易港法》等的调研、咨询与论证工作；受海南省有关部门委托，先后参与40余项（件）与自贸港建设有关的法规、政策、课题的调研、咨询和论证工作。
本次出版的《海南自由贸易港法律政策研究》，收集了金杜自贸港法研究团队自2023年底以来的研究文章，主要围绕海南自贸港在贸易与海关、跨境投融资、基金、知识产权、国际教育与医疗、企业合规、争议解决、一带一路等领域的相关法律法规、政策进行解读、研究，期望对有关部门、企业在参与自贸港建设的实践中有一定的参考作用，同时也期望能起到介绍、宣传海南自贸港法律、政策的作用。

King & Wood Mallesons releases Legal and Policy Research on Hainan Free Trade Port
In 2018, the CPC Central Committee announced its decision to support for Hainan's development into a pilot free trade zone and establishment of a free trade port (FTP). The CPC Central Committee and the State Council followed in 2020 with the Master Plan for the Construction of the Hainan Free Trade Port (Master Plan), and in 2021, the National People's Congress passed the Hainan Free Trade Port Law. Customs closure operations at the Hainan FTP are scheduled to commence by the end of 2025.
In alignment with national strategic deployment, King & Wood Mallesons (KWM) opened a new office in Haikou in 2019, complementing its existing Sanya office. Leveraging the expertise of both domestic and overseas legal professionals, KWM established a dedicated legal research team focusing on the Hainan FTP. In recent years, KWM has been commissioned by national authorities to contribute to the research, consultation, and demonstration of relevant laws and policies, including the Master Plan and the Hainan Free Trade Port Law. Notably, KWM was invited by Hainan authorities to provide expertise for over 40 laws, regulations, policies, and topics.
The newly published Legal and Policy Research on Hainan Free Trade Port compiles the insights and findings of KWM's Hainan FTP research team since late 2023. This collection offers in-depth interpretations and analysis of legal frameworks and policies in areas including trade and customs, cross-border investment and financing, funds, intellectual property, international education, healthcare, corporate compliance, dispute resolution, and Belt and Road. This book is intended to serve as a valuable reference for both authorities and businesses engaged in the Hainan FTP's development and provide a thorough overview of the related legal and policy framework.
