Jiangdong Selected for Key Industry Cluster Creation List

It is reported that the Jiangdong New Area Aerotropolis Economic Zone takes the enhancement of Meilan Airport's international aviation hub function facing the Pacific and Indian Oceans as its core, and the construction of an passenger and cargo aviation network connecting domestic and global destinations as its foundation. It continuously gathers high-quality global resources of people, logistics, merchandise, technology and information in the aviation field, nurturing and strengthening core industries such as air passenger transport, air logistics, aviation maintenance, and aircraft leasing, and driving the agglomeration and development of upstream and downstream modern service industries related to the aerotropolis.

At present, the development of the aerotropolis economic zone has initially taken shape and momentum, with more than 50 key enterprises signed up, covering key industries such as air passenger transport, air logistics, aviation maintenance, and financial leasing. The overall revenue for 2024 is expected to exceed 100 billion yuan.

Aviation passenger and cargo services are growing rapidly, with 45 international routes launched, covering Southeast Asia, Northeast Asia, Oceania, the Middle East, Europe, and North America. There are six cargo routes, including Haikou=Paris, Incheon=Haikou=Singapore, Haikou=Bournemouth, Haikou=Vienna=Bournemouth, Haikou=Paris=Bournemouth, and Tbilisi=Haikou=Milan, with four of them being fifth freedom routes.

The aviation maintenance industry has achieved functional coverage, with one-stop aircraft and engine maintenance bases expanding rapidly, covering aircraft body inspections/overhauls, component repairs, aircraft painting, and engine overhauls. The bonded engine maintenance business is growing quickly; in the first three quarters of this year, Haikou Meilan Airport Customs supervised 13 engines entering Haikou Jiangdong New Area for bonded maintenance, valued at 2.08 billion yuan.

The cross-border e-commerce industry is booming, with 35 cross-border e-commerce and platform companies such as Aoji Technology, Lutongjiacheng, and Chisu Qianli attracted. As of October 2024, Meilan Airport has completed 10.76 million cross-border e-commerce shipments, weighing about 13,696 tons, with a declared value of 1.3 billion yuan, increasing approximately 57 times, 60 times, and 28 times year-on-year, respectively.

A logistics cluster is taking shape in the aerotropolis economic zone, with 11 leading companies including SF Express, YTO Express, Cainiao, JD.com, China Post, and ZTO implementing 14 projects. Among them, four projects by SF Express, YTO Express, Cainiao, and JD.com have started operations, while six projects commenced construction.

The financial leasing industry has completed multiple first-time tasks, attracting 15 leading leasing companies such as AVIC Leasing and COSCO Shipping Development to set up operations, with a cumulative investment scale exceeding 23 billion yuan. It has completed five first-time businesses, including duty-free aircraft leasing and cross-border vessel leasing, and achieved two first-time expansions.

To facilitate the creation of an industry cluster, Meilan District Government established a dedicated task force for the research and task deployment, producing an overall plan covering the ideology, objective, supporting projects, and safeguard measures for the cluster industry development. Expert teams were organized to compile the cluster creation plan, focusing on in-depth research around the direction of industrial development and project support, and further improving the application materials under the guidance of provincial and municipal authorities. After careful reviews and consultation organized by Provincial Development and Reform Commission, the Dayingshan Financial Center Industry Cluster received official approval from the commission.

It is understood that the Dayingshan Financial Center Industry Cluster, led by the modern financial industry and leveraging the advantages of the Dayingshan building cluster, follows the development patterns of "extending, complementing, and strengthening" and strive to build a complete financial ecosystem in Hainan Free Trade Port and create a highland for cross-border financial development in the port.

Since the beginning of the year, the Dayingshan Financial Center has successively introduced well-known enterprises such as Huajing Private Equity and Cornerstone Capital, attracting 249 financial and quasi-financial enterprises, as well as several large central enterprise local branches, local state-owned enterprises, and platform companies, including 8 provincial headquarters banks, 17 provincial headquarters securities companies, 3 financial leasing companies, and 49 private fund management companies. Since 2022, it has cumulatively achieved tax revenue exceeding 6 billion yuan.

Next, Meilan District will combine the advantages and characteristic industries of the Dayingshan Financial Center to strengthen organizational leadership and planning implementation, ensuring that the industry cluster creation is completed with high standards and quality, continuously enhancing the influence and reputation of the Dayingshan Financial Center, and injecting strong momentum into the economic development of Meilan.
