In recent years, Keqiao District has focused on pattern copyright protection as a key area, creating a digital application for managing textile pattern copyrights based on a "One Database, Four Scenarios" model. This initiative aims to establish a new system for intellectual property protection in the textile sector, significantly supporting industry transformation and growth.近年来，柯桥区以花样版权保护为切入点，积极探索以“一库四场景”为主要架构的“纺织品花样数治”数字化应用，着力构建纺织行业知识产权保护新机制，有力推动纺织产业转型发展。Keqiao has taken the lead by establishing China's first county-level Pattern Copyright Protection Office, a fast intellectual property rights (IPR) service center for the textile sector, and Zhejiang Province's first district-level Intellectual Property Protection Center. It has also introduced a Joint Meeting System for Intellectual Property Protection and a fast-track rights protection mechanism, reducing dispute resolution times from six months to just three working days.Especially, through the establishment of "Four Scenarios"—comprehensive registration, integrated duplicate checking, cloud-based dispute resolution, and pattern asset monetization—Keqiao has successfully implemented a fully online registration system through cross-departmental coordination with the provincial copyright bureau and other agencies. The "AI Copyright Checker" automates duplicate checks, setting quantifiable standards for identifying pattern infringement levels and supporting case coordination with courts across the province.Furthermore, the implementation of an online dispute resolution system has enhanced cross-departmental collaboration, integrating administrative and judicial protections seamlessly. Currently, the"Digital Management of Textile Patterns" application has registered copyrights for 130,000 patterns, reducing the pattern registration and certificate issuance process from 30 working days to just five and shortening judicial protection timelines from four months to one.
