On July 25, 2024, the U.S. Food Safety and Inspection Service (FSIS) recently revised its requirements for exporting meat and poultry products to China, including:
(1) From July 1, 2024, export certificates for meat and poultry products (excluding casings and eggs) to China will be digitally signed. All export certificates to China (FSIS Form 9060-5 Series) will be digitally signed and printed on plain, watermarked paper;
(2) All 9060-5 series certificates are required to provide the following information: Sea container or air cargo container number/air flight number if there is no container number. If the air flight number is used without the container number, the applicant should provide the air flight number, which is only used when the air cargo and the container number is not available;
(3) The export applicant should provide the container number, seal number, port of entry and other information, and check the 9060-6 application form related remarks content. For air cargo without a container number, the export applicant should provide the "Air flight number". The export applicant should select the type of export enterprise (slaughterhouse, processing plant, warehouse, terminal unit) and provide the export enterprise number when applying. The export applicant should provide the relevant product declaration (for example, pork, if the product is planned to be re-exported to Japan);
(4) If meat and poultry are exported to China for further processing and are later exported to Japan, FSIS Form 9060-5 "Meat and Poultry Export Health Certificate" shall be provided. For products re-exported to Japan, it should state that "Meat and/or meat products are processed under hygienic conditions in accordance with U.S. laws and regulations, and the relevant U.S. laws and regulations are equivalent to Japanese inspection laws." For pork, declare that "there is no swine cholera in the United States; Prohibition of vaccination against swine cholera; importation of pigs vaccinated against swine cholera is prohibited."
