I believe that governments should prioritize improving public transportation over upgrading roadways. Although Andrew is right that upgrading roads will lead to quicker improvements, he may overlook the inconvenience it may cause. Widening a road usually means the road will be completely blocked for several months, causing daily commuters a lot of trouble. They could be late for work and school more often; some may even have to relocate if their houses happen to lie in an area where the road expansion is planned. Kelly's opinion of improving public transportation services, on the other hand, is less intrusive, as it does not need the public to do anything to cooperate. Adding more buses or renovating the subway system underground will not block any roads or make as much noise and dust as widening a road while making it a lot easier for people with or without cars to commute.
