Shanghai has introduced 13 measures to simplify the application process for visas, residence permits, and work permits for foreign talent. The initiative targets especially individuals with doctorates and other exceptional foreign talents.
A total of 13 measures have been introduced in Shanghai, aiming to enhance services for overseas talent in the city.
These initiatives include streamlined processes for obtaining visas, residence permits, permanent residency, work permits, and financial services, VisaGuide.Wold reports.
As China Daily explains, during the Fourth Shanghai Talent+ Summit, it was revealed that such measures mentioned above included expedited procedures for individuals with doctorates and other exceptional foreign talents seeking permanent residency.
According to an official from the Shanghai Municipal Bureau of Talent Work, Liu, previously, overseas workers had to visit two different government departments for their foreign work permit and residence permit.
However, this process has now been consolidated into a single window for all international talent, building on earlier changes that applied only to Category A talent.
Category A talent encompasses employees of leading global companies and research institutions, international prize winners, innovators with patents, and postdoctoral researchers under 40.
As China’s State Council reports, the new measures aim to enhance support for expatriates involved in scientific research, innovation, entrepreneurship, medical care, travel, and online/social integration.
Shanghai Hosts Celebratory Events for Foreign Experts
In February 2024, Shanghai improved its support for foreign experts to create a friendlier environment. The city organized events like the “Shanghai New Year Gala for Foreign Experts” and the “Salon for Foreign Talents in Shanghai.”
These events aimed to promote Shanghai’s culture, help foreign experts feel proud of their new city, and encourage their integration and connection with each other.
At the same time, it has also strengthened its efforts to attract talented individuals from abroad by launching several platforms for employers to engage with foreign talent, including the 4th “Career in Shanghai” forums held in multiple locations across five countries, which were successful.
The 2021 Shanghai Online Career Fair for Engineering Talent attracted over 1,000 participants from top universities in Europe and America, leading to nearly 3,500 online meetings between employers and candidates.
Shanghai is a role model in inspiring entrepreneurs from home and abroad to put their business plans into reality in a positive and speedy way.

At the summit, participants across Shanghai showcased their business plans in a competition to promote innovation and entrepreneurship.
This year, a dedicated section for expatriates has been introduced in Shanghai for the first time. Benoit said that many businesses initiated by expats in Shanghai contribute to local investment and often invest in other entrepreneurial projects upon their success. He further emphasized that this dynamic is crucial for enhancing the local business ecosystem.
